Board of Selectmen Meeting Minutes
June 16, 2010
1. CALL TO ORDER: The regular meeting was called to order at 7:00 PM.
Hal Ferguson, Chairman; Rick Micklon and Lenny Adler were present.
2. FLAG SALUTE
*Audience and Board members saluted the flag.
3. SECRETARY’S REPORT:
A. Meeting minutes from June 2, 2010. *Motion to accept minutes. RM/LA– Unanimous.
4. SPECIAL EVENTS
A. Michael Chammings, Town Manager Oxford: Update on Robinson Dam. Michael had hosted an on- site meeting and invited Otisfield BOS, Casco and Poland Town Managers to a site walk at the Dam today. The log booms need replacing, the steel grates/screens are partially plugged, the catwalk needs to be re-decked, one of the pylons needs to be raised, and the sluice gates need repairs to the mechanicals. Oxford raised $10,000 last Saturday at Town Meeting to maintain the upkeep of the Dam, but more money is needed. Mr. Chammings is turning to the Lake’s surrounding towns to assist in the financial maintenance and upkeep. The next step would be to look for engineering assistance. The
BOS, along with the surrounding town officials all seem to agree that it makes good sense to get involved, because they feel it will be money well spent toward the safety of the shorefront property and the lake as a resource. This item has already been placed placed on the Otisfield Town Warrant as an article.

7. QUESTIONS/COMMENTS FROM THE PUBLIC:

8. ADMINISTRATIVE ASSISTANT ITEMS:
A. Legislative Policy Committee Ballot for MMA: BOS signed ballot.
B. CEO letter to Board; rejecting building permit application: This will go before the Board of Appeals. BOS in support.
C. Quit Claim Deed: Deed in lieu of foreclosure to Beneficial Maine, Inc. All taxes have been paid in full. *Motion to sign. LA/HF – Unanimous.
D. Hidden Lake Campground: Mr. Burbank called Marianne re: abuse of the property access by unknown parties, during boat access. He is looking for a carry in only restriction. The Town has a landing on Hidden Lake. Access is off of Fox Run. RM suggests putting something such as rocks in the path to restrict access. MIM will talk to Richard Bean about placing large rocks in access area
9. ADJUSTMENTS TO AGENDA:
A. None.
10. UNFINISHED /SCHEDULED BUSINESS:
A. Reviewed Town Meeting Warrant and BOS signed signature page.
11. SELECTMEN’S ITEMS TO BE DISCUSSED & VOTED ON:
A. *Motion to sign Warrant # 23 to pay the town bills. HF/LA – Unanimous.
12. QUESTIONS OR COMMENTS FROM THE BOARD
A. Great Oaks: The town is being sued by the Chase family who were the previous property owners at Great Oaks. Our Town Attorney, Geoffrey Hole has forwarded it on to MMA as our town’s insurer. This is regarding the Town taking the property. The Chase’s want a jury trial, so it will be at Maine Superior Court. Both the BOS and all town employees are to have no further comment.
B. Avalon Meadows Equestrian Center Summer Riding Camp: Lenny Adler spoke to Sarah re: her business having the riders take the horses into Saturday Pond. She does not lead trail rides, she boards the horses, and said she does not babysit the owners. There is no law stating that a horse can not go in the water, however, Sarah said she would speak to individuals to discourage them from doing this.
C. Town Office hours: Will change from Tuesday night’s 5-8PM to Tuesday night’s 4-7PM.
