Board of Selectmen Minutes 09/06/2006
MINUTES OF SELECTMEN’S MEETING
SEPT. 6, 2006

1. The meeting was called to order by Mark at 7:30 pm. Tom and Hal were present.
        
2. On a motion by Tom, 2nd by Mark, ALL voted accept the minutes from August 16th
Regular board meeting as read.

3. On a motion by Tom 2nd by Mark, ALL voted to sign Warrant #14 to pay the towns bills.

4.  Bill Newcombe presented a plan for Heniger Park timber cutting, the board set up a site walk for Weds.13, at 5pm to meet at Heniger Park and see the area for themselves. Also the board signed an extension for Tom Richards to continue cutting on the Hidden Lake project motion by Tom, 2nd by Mark All in favor of extension.

5. Chief Hooker submitted the Western Maine Mutual Aid Agreement for the Board to sign. He also requested the balance in the Kerry Grover Fund be given to the Association. When Kerry died Donna Bean suggested that the donations be given to the fire dept for fire safety education. Since the Association is the group that does all the fire safety programs it would be easier for them to have the control rather than going through the towns funds. Mark made motion to find out how much in the account and have a check made out to the association to be approved on the warrant, 2nd by Hal, all.

6. Sept 20th meeting cancelled, due to scheduling conflicts.  Monday the 25th the Board will meet at 5:30pm to sign the Warrant to pay the bills.

7. On a motion by Hal, 2nd by Mark, all voted to retain the April 1st, Dooms Day date for all requests for changes to valuation, exemptions application submittal included. This is the date the state has set. Mr. Ebacker's request for a change in his land value as of June 2006 is denied. This will be reflected in the next tax period.

8. MMA has sent a dividend check to the town for meeting the criteria. Risk Pool has to have a loss ratio of 50% or less. Workers Compensation and Unemployment funds also gave distributions of dividends. Risk Pool $589; Workers comp $892 and Unemployment $1466.

9. A letter was presented to the board from Richard Remington, 266 Bolsters Mills Road. He has a complaint in regards to his neighbor having a junk yard in a residential area, cutting trees on his property, and using equipment on the weekends at 7am. The board stated that this is to go to Zak, CEO; he needs to investigate the allegations and proceed to remedy the problems according to the codes. Some matters may be civil in nature, and therefore the town may not have any thing to do with solving the problems. The Board did note that the town does not have a noise ordinance, therefore no restrictions on noise levels, hopefully people would be considerate of others.

10. Oxford County responded to the towns passing the Sexual Offenders policy. The town office has a book with all offenders' pictures in it for the public to view.
11. Motion to adjourn by Hal, 2nd by Tom, ALL at 8:35pm.
