Board of Selectmen Minutes 07/18/2007
MINUTES OF SELECTMEN’S MEETING
JULY 18, 2007

1. The meeting was called to order by Mark at 7:00pm. Tom and Hal were present.
        
2. On a motion by Hal, 2nd by Mark, ALL voted to accept the minutes from June 20th meeting as read.
 On a motion by Tom, 2nd by Mark voted to accept the minutes from June 28th meeting.

3. On a motion by Tom, 2nd by Hal, ALL voted to sign Warrant #1 to pay all the towns bills
except PO for  Horizon Mobile bill for radios being installed into vehicles of firemen. PO is not correctly written.

4. On a motion by Tom, 2nd by Hal all voted to hire the Turner Group for Air Quality testing at the town office.

5. Rich St. John requested that the building ordinance be reviewed by the Ordinance Review Committee.
He feels that the ordinance should include a definition of a structure.
Also provide a date for building setback in the current ordinance be applied,
possibly when ordinance was approved for instance March 2003.

6. Rick Micklon said that the Ordinance review committee had submitted a list of draft
definitions and site plan review ordinance to the planning board some time ago.
They have not had an opportunity to review those items in detail as a board.
He would also request that the CEO be a member of the Ordinance Review Committee.
At last nights meeting they met with Mr. Lawton and his attorney. Rick presented the
Draft Findings of Fact and Conclusions of Law to the Selectmen and requested that these
be sent to Lawyer for review. Rick stated that Mr. Lawton was very cooperative and was
willing to work with the CEO. Rich will draw up the consent agreement with all conditions that
must be met; this is to include the fine that the Selectmen will issue after they have reviewed
all paperwork from the Attorney.

7. Frank Blauvelt, EMA Director reported the Board that the emergency radio and antenna have
been installed in the town office and each employee has been given a lesson in how to run the radio correctly.
He also reported that we have not received any thing directly from FEMA as yet but the estimate is $191,000.

8. The Selectmen will be taking a survey of the area towns on how they handle and charge
commercial haulers. They will review this and decide on the best option for the town. At this
time we have no idea how much waste is coming from outside of town and the haulers do not
have their customers recycle. A large percentage of the residents that take their own trash to the
transfer station do recycle.

9. Motion to adjourn by Tom, 2nd by Mark, ALL at 8:30pm.
