Town Office Annex
July 22, 2014
1. Call to Order: The meeting was called to order at 5:35 PM.
2. Attendance: Members present were: Chair- Anne Pastore, Vice Chair - Marianne Izzo-Morin, Sharon Matthews, Janet Douglass & Don Verrill. (Absent - Recording Secretary - Alternate–Don Mixer)

3. Quorum: Board had a quorum.
4. Secretary’s Report:
A. Meeting Minutes from January 10, 2013. *Motion to accept minutes. MIM/AP – Unanimous.
5. Discussion & Comments from Public:
A. Board of Appeals Ordinance: Kristen Roy; Not in attendance, but Kristen sent an email regarding BOA Ordinance. Kristen feels it is inconsistent and needs to be brought into compliance. (Email submitted into public record) *BOA members all agree that they will pass this matter on to BOS.
6. Administrative Appeal
A. None.
7. Appeal for a variance
A. None.
8. Discussion and comments from Board:
A. Election of Officer’s
- Chair – *Motion for Anne Pastore. MIM/DV – Unanimous.
- Vice Chair - *Motion for Janet Douglass. SM/AP – Unanimous.
- Recording Secretary - *Motion for Sharon Matthews. MIM/AP – Unanimous.
B. Don Verrill: BOA term is up and it will go before BOS at upcoming meeting. Don wishes to renew his term.
9. Miscellaneous:
A. Board of Appeals: Discussion regarding eliminating this board. Not anything that has been discussed at BOS mtg, but something some Towns are doing. If it were to be considered it would need to go before Town meeting. All agree this could save the Town some money if eliminated. The appeal process would go directly to the courts. CEO advised of 3rd option. All setback variances could continue to go before the Board of Appeal but, Site Plan Review, Subdivision and/or Cell Tower ordinances could strike out the BOA wording and go straight to court system. If nothing else, the reconsideration paragraph in ordinance can be strengthened or removed.
10. Upcoming Dates:
A. Board of Appeal Meeting: Board will meet on an “as needed” basis.
11. Adjournment:
With no further business, the meeting was adjourned at 6:15 PM. AP/MIM Unanimous.
