SITE PLAN REVIEW COMMITTEE

A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at the Orleans Town Hall. Departments Present: Mark Budnick (Highway); Bob Canning (Health); Steve Edwards (Fire); Brian Harrison (Building); George Meservey (Planning); Jennifer Wood (Conservation). Absent: Todd Bunzick (Water).
INFORMAL REVIEW: Russell Crosby, 16 Industry Way
Russell Crosby and Dave LaJoie (FELCO, Inc.) presented this application and noted that there is an old Site Plan from 1987 on file showing existing warehouse units and two residential units. The applicant has proposed the construction of a new office/warehouse commercial building. A single septic system handles the flow from units A, B, C & D and another septic system installed in 2005 handles the flow from units E & F. There are 24 existing parking spaces which is adequate for the proposed use. In order to provide adequate access, the retaining wall will be moved to allow 24’ between the two buildings.
Comments:
Building: Parking calculations have changed due to use of the buildings. An updated Site Plan must be provided showing adequate green space, location and type of trees, delineate parking spaces, location of dumpster and whether fencing will be provided, a bicycle rack, proposed signage, exterior lighting which must conform to the Orleans Lighting Bylaw, and information on fencing supply storage. There is a third curb cut which has never been approved and applicant must obtain a Curb Cut Permit from the Highway Department.
Highway: This is a dead end road, but there are serious drainage problems that must be addressed. Drainage must be contained on site and the Formal Site Plan must show Drainage Calculations and grading.
Health: Increase in flow to the existing system requires an inspection of the septic system. Reserve area for all uses on the site must be shown. Water and utilities must be shown on the Site Plan. Confirmation of the size of the septic tank is required. On approved plans (2005 sewage disposal plans) the calculated sewage design flow is for six employees. The health Department will need a letter clarifying the number of employees in each warehouse unit. No floor drains proposed. No auto repair is allowed on this site as the septic system is inadequate for that use. Only warehouse use is allowed on this site.
Conservation: There are no conservation issues.
Fire: The road is subject to flooding which must be addressed as it impedes access. The emergency vehicle access is adequate on this site. The type of uses in the units will determine the amount of fire protection required.
Water: (Comments provided after the meeting as follows: Water line needs sleeve under footing. Meter location needs to be shown on the Formal Site Plan and must be located in a heated space).
Planning: The Formal Site Plan must contain many more details on this site. A buffer is required between the parking and the building.
There was a consensus of the Site Plan Review Committee that this application will have to come back for a Formal Site Plan Review.

MOTION: On a motion by Bob Canning, seconded by Brian Harrison, the Committee voted to approve the minutes of February 21, 2007.
VOTE: 4-0-2 The motion passed by a majority. (Mark Budnick and Steve Edwards abstained)
