SITE PLAN REVIEW COMMITTEE
May 2, 2007 - Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at the Orleans Town Hall. Departments Present: Erika Woods (Health); Bill Quinn (Fire); Brian Harrison (Building); Todd Bunzick (Water); George Meservey (Planning). Absent: Jennifer Wood (Conservation); Mark Budnick (Highway).
FORMAL REVIEW (Continued): Cuffy’s (Dominic Albano), 14 Route 28
Richard Fenuccio (Brown Lindquist Fenuccio & Raber Architects, Inc.); Dominic Albano (owner) and Mark Dibb (BSC Group) were present for the Formal Site Plan review for Cuffy’s located at 14 Route 28. Fenuccio reviewed with the Site Plan Review Committee how the revised Site Plan has addressed all of the outstanding issues from previous Site Plan reviews for Cuffy’s including traffic flow, drainage, emergency vehicle access, required soil testing, design flow calculations include basement and storage areas, an engineer’s letter has been presented to the Health Department as requested regarding unavoidable parking over a septic system, all utilities are shown on the plan and site distances have been maintained, hydrant flow tests will be performed as requested, roof ridges and cupolas have been
lowered as requested, the reserve area is shown on the plan, and all outdoor lighting will comply with the Orleans Lighting Bylaw.
Comments:
Fire: Fire Department access to water lines must be in the rear and readily accessible. The elevator will have to be installed under the direction of State Inspectors and subject to elevator recall. Emergency Vehicle access is adequate on this site.
Health: Soil testing must be done early in the construction process.
Water: There are no remaining Water Department issues.
Building: All outdoor lighting fixtures must be reviewed and approved by the Building Inspector. The fencing and/or guardrails surrounding the water features must meet all building code requirements.
MOTION: On a motion by Bill Quinn, seconded by Todd Bunzick, the Committee voted to approve the Formal Site Plan for Cuffy’s dated April 18, 2007 for property located at 14 Route 28 with the following conditions:
- All fencing and/or guardrails must conform to the State Building Code.
- Final outdoor lighting fixtures must be approved by the Building Inspector.
VOTE: 5-0-0 The motion passed unanimously.
APPROVAL OF MINUTES: April 4, 2007
MOTION: On a motion by Todd Bunzick, seconded by Bill Quinn, the Committee voted to approve the minutes of April 4, 2007.
VOTE: 4-0-1 The motion passed by a majority. (Erika Woods abstained)
