Work Meeting, Tuesday, May 12, 2009
PRESENT: Adrienne Pfluger, Bob Royce, Bill Parish, Vice-Chairman; Arnold Henson, Chairman; Judith Bruce, George Christie, Harry Herrick, (Members); Steve Phillips, James Trainor, and Jamie Balliett, (Associate Members).
ABSENT: Jennifer Wood, Conservation Administrator.
The Meeting opened at 8:30 a.m.
CERTIFICATES OF COMPLIANCE
Dorothea Lauppe (2002), 54 Bridge Road. This Certificate of Compliance request is for an Order for a septic upgrade that is in compliance with the Board of Health.
MOTION: A motion to release this Certificate of Compliance was made by George Christie and seconded by Bob Royce.
VOTE: Unanimous.
Lucille Schwarz, Tr. (1983), 33 Herring Brook Way. This Certificate of Compliance request is for a dwelling that was built similar to the Site Plan. An As-Built Plan has been submitted. A brick patio and deck were built instead of a terrace with a stone wall and stone steps. There are 3 retaining walls instead of the one listed on the Plan. The garage was not built. The area shown as plantings is English ivy.
MOTION: A motion to release this Certificate of Compliance was made by George Christie and seconded by Bill Parish.
VOTE: Unanimous.
Lucille Schwarz, Tr. (1985), 33 Herring Brook Way. This Certificate of Compliance request is for a dock that is built as shown on the License. On-Going Conditions for Existing Docks will remain on the Certificate of Compliance.
MOTION: A motion to release this Certificate of Compliance was made by George Christie and seconded by Adrienne Pfluger.
VOTE: Unanimous.
ADMINISTRATIVE REVIEW
Stephen Caliri, 94 Great Oak Road. This is a request for a proposed septic upgrade. The new system is greater than 100’ to the freshwater wetland. The existing leaching pit within 67’ to the wetland will be filled and abandoned.
MOTION: A motion to approve this Administrative Review was made by Bill Parish and seconded by Judith Bruce.
VOTE: Unanimous.
REQUEST FOR PAYMENT
This is a request for Payment from the Conservation Fund for Stephan Phillips to attend 4 Units of the Conservation Commissioners Fundamental Classes. The cost for the classes is $180.00/4 Units.
MOTION: A motion to release $180.00 from the Conservation Fund was made by Judith Bruce and seconded by Adrienne Pfluger.
VOTE: Unanimous.
LANDSCAPING PLAN
John and Lisa Donegan (2009), 43 Gosnold Road. This Landscaping Plan by Philip Cheney is to be part of the Order to renovate this dwelling. The Plan shows the removal of two sets of creosote retaining walls and steps to the north of the dwelling, and the rebuilding of these steps and walls with stone in a slightly different area. These steps face the community parking lot for Nauset Beach. Three pine trees and 1 cedar will have to be removed to construct the stairs. They are also showing the removal of 1 dead pine further toward the top of bank. English ivy near the dwelling is proposed for removal. The footprint has changed to show a bay window. Outside the 100’-buffer, the new proposed deck has been doubled, with a spa and a stone walkway shown to that area. There is 1 non-native species, a Japanese holly,
proposed within 50’ to the top of the coastal bank. The holly tree is not invasive. The Commission requested replacement trees for those being removed. Also, a new Site Plan should be submitted to show the bay window, the steps, and the current deck size so the Site Plan will be an accurate record of what exists at this location. The acceptance of the Landscaping Plan will be placed on hold.

Approval of the Minutes from the Hearing/Work Meeting on May 5, 2009.
MOTION: A motion to approve the Minutes from the Hearing/Work Meeting on May 5, 2009 was made by Bill Parish and seconded by Judith Bruce.
VOTE: 6-0-1 Approved (Adrienne Pfluger abstained).
The Site Visits were discussed by the Commissioners.
The Meeting was adjourned at 8:40 a.m.
