Request to clip vegetation to maintain the existing 4’- wide trail that loops around Reuben’s Pond. There are two trees that have fallen over the path that will be cut down to the stumps.

Request to cut and remove bittersweet that is pulling down trees.  Dead limbs will be removed. The vines will be treated at the base with an herbicide. Cut the top off of 1 dead oak. This is the first year of a several year project to remove bittersweet from the buffer to the coastal bank. An area will be mowed in the winter to keep down woody growth.

Request to replace a 6’-high wooden pool fence in the same location.  Information on non-toxic wood products was submitted. This pool was built in 1987. An NOI was filed but the Order was never issued. The fence was not shown on the plan for the NOI. They would also like to put a 6’x10’ shed over the pool equipment. This work is within the buffer to a vernal pool.

Site Visit  6/24/09
This AR was heard last week and held for a Site Visit.
This part of the request is necessary to obtain a COC on the Order.

This work must be done to vegetate bare areas.
Plant upper bank facing the bay (east) with bearberry and remove remaining invasive species.  Plant upper bank facing south with golden aster, ice plant, and cinnamon fern.
(The Commission was in favor of this request at the Site Visit. Other native groundcovers could also be used.)

This work has already been done and they would like to keep doing it. To be in Compliance with the Order the Commission would either have to accept it or they would have to stop doing it.
Prune inkberry to 4’ and bayberry to 6’ on the upper bank facing east. Some of these inkberry must be pruned so that the sprinkler can cover the bank. (The Commission was in favor of a more naturalized pruning and commented that pruning, except for the shrubs by the sprinkler, was not necessary as it was not blocking the view.)
Mow buffer Area 1(level area between banks) and Area 2 (to the south behind swing set) once a year. Mow path through buffer Area 1 through the season. (The Commission was concerned about mowing the path through the season in that it was likely the area between the banks would be mowed entirely in the summer, and asked to have a low split-rail fence installed to show the limit of mowing. This would require a variance.)
Leave area of vinca to the north. (There was no consensus with this request.)

This is new work and is not necessary to receive the COC.
Prune 7 trees down from the top for a view--5 junipers and 2 black cherries. (Pruning the cherries may be considered. The Commission noted that the cedars did not have enough foliage to be pruned any more at this time. Only 1/3 of the foliage of a tree may be trimmed under our Regulations. In the future, when the young cedars have grown up, they would consider pruning or removal of some of these trees. The Commission was very concerned about the bittersweet and other invasive species on the bank. They were concerned about the survival of any of the trees and shrubs on the bank without a professional Plan to remove invasive species. This would have to be filed under an NOI).
Use herbicide on an area near the top of bank for bittersweet. Cut vines off of young red cedars planted with the 2003 Order.  (The Commission would prefer a professional Plan to remove invasive species.)

Request to cut down phragmites in the marsh at the edge of his yard. He has done this work the last two years.

Request to install an irrigation well near the top of a coastal bank. Most of the dwelling is within 50’of the coastal bank.  They have not started the landscaping at this site.

Request to: cut English ivy off of the patio, remove 2 fallen locusts in the buffer near the top of the coastal bank, cut a section from a dead tree on the ground in the marsh so it can be walked around,  trim down the brush at the top of the coastal bank  to 3½’ and off of the steps to the shore, and cut down bamboo in the side yard. This yard was very overgrown and has a new Owner.

Proposed pumping and abandonment of a septic tank and a leaching pit between 15’ and 45’ to the top of a coastal bank. Installation of piping and a new
2000-gallon septic tank and a pump chamber within 65-100’ of the top of the coastal bank and within 95’ to a freshwater wetland. There is perched water in the test holes for the leaching system that is greater than 100’ to the freshwater wetland and the coastal bank. This will be a 7-bedroom system. The Order to approve this dwelling was for 3-bedrooms. There is also another 3-bedroom dwelling on this lot.
