Neal Cotton/McHugh (1976) 68 Keziah’s Lane
This request for a COC on an Order for a second dwelling was held from last week for an As-Built Plan for the current delineation and structures.
Preston and Birgitta Hay (2008) 289 South Orleans Road
Order to relocate an existing house and add an addition. The Board of Health has not issued a COC on this project. The dwelling is built as shown but the stairs from the decks are not shown on the Site Plan. The driveway has been extended up to the house with several turn-arounds that are not shown on the Site Plan. A vegetated area that was in the driveway has been eliminated. The previous house site has not been restored to a naturalized area--it has a walkway and grass. There are invasive species here also. There are large unplanted areas by the driveway and the house and some erosion. The electric lines are not shown on the Plan. There is a hand well near the driveway that is not shown on the Plan. The Order was conditioned so that there would be no change in grade between the two wetlands. The new driveway bisects the wetlands with a
raised area of around 4’, violating that Condition.
Pleasant Bay Narrows Trust (1997) 111 Davis Road
Order of Conditions for the installation of vinyl sheet piling and placement of a rock apron around the base. This work has been done. This Application was last heard December 2, 2008. Additional information has been submitted describing this work by the Contractor, Ted Emerson. There is a standard letter from Coastal Engineering saying they made a final inspection and the work was completed in substantial conformance with the revised plan. A current Site Plan and photos of the entire revetment have been submitted, as offered at the December 2, 2008 Meeting, instead of the photographic record that was requested in the Order.
Pleasant Bay Narrows Trust (2002) 111 Davis Road
Order of Conditions to install 3 rows of fiber rolls to the northwest of the existing revetment, to reset the existing rocks in front of it, and build a gabion step. This Application was last heard December 2, 2008.
Additional information has been submitted describing this work by the Contractor, Ted Emerson. The fiber rolls were installed and worked well for 2 years and then failed. The beach grass that was planted in the fiber rolls and on the beach failed. The gabion step was not built. Coastal Engineering’s request for a COC states the project was completed per the approved Plan. A current Site Plan and photos of the entire revetment have been submitted, as offered at the December 2, 2008 Meeting, instead of the photographic and profile record that was requested in the Order.
Pleasant Bay Narrows Trust (2003) 111 Davis Road
Order of Conditions for: repairs to an existing seawall, building new stairs with a berm to direct the runoff into a stone gully, and building a removable seasonal step. This Application was last heard December 2, 2008. Additional information has been submitted describing this work by the Contractor, Ted Emerson. The new stairs, berm, and stone gully were not built. The removable seasonal step was not built. There was no planting. Coastal Engineering’s request for a COC states the project was completed per the approved Plan. A current Site Plan of the entire revetment has been submitted as an As-Built, as offered at the December 2, 2008 Meeting.
Pleasant Bay Narrows Trust (2006) 111 Davis Road
Order of Conditions for a gabion revetment. Before, during, and after photos were submitted. There was a Condition to have photos 3 years after installation which would be September 2009. Only a before-profile with the proposed revetment is in the file. There should have been one after the work was completed and 3 years later which would be September 2009. A Planting Plan was requested but not received. On the Site Plan stiff-leafed quack grass is proposed for the bank and is growing above the revetment . There is no evidence of planting below the gabions. There are very actively-moving sediments below the gabions.

Proposed regular road maintenance--filling in pot holes and regrading the road from Ellerslie Road to the fork in the road by the Brier Driveway. Work by AMA Excavating. Held from last week due to request from interested parties.
Charles and Faye Ruopp 27 Henson’s Way
This proposal was held from the December 16, 2008 Meeting and has been reduced from clearing all the buffer from a freshwater wetland extending onto this property, to working in a 25’x 25’ area. 4 locusts are proposed for removal to allow more room for a red cedar and 2 more red cedars are proposed to be planted. Bittersweet will be removed in this area 75’ from a freshwater wetland.
Request to Release Funds from the Conservation Fund
$530.00 for a 6’ bench of Douglas fir slats. The bench was installed overlooking Paw Wah Pond.
