1. Convene Meeting; present were Tom Risom, Pat Looney, Jane Cable, Jane Marsh, John Johnson.
PUBLIC HEARINGS
1. Special Permit Application to enclose a portion of deck, 1 Washington Avenue, Carlos Sacadura, applicant. Continued from the September 8, 2008 Regular Meeting. A motion was made by Cable, seconded by Looney, to close the public hearing; the motion was approved unanimously.
2. Special Permit Application to construct a shed, 77 Sea Spray Road, 77 Sea Spray Road, Mark & Maryellen Phelan, applicants. Continued from the September 8, 2008 Regular Meeting. A motion was made by Looney, seconded by Johnson, to close the public hearing; the motion was approved unanimously.
3. Special Permit Application to covert two-family dwelling to a one-family dwelling and enclose the existing upper and lower front porches, 12 Old Colony Road, Gregg F. Neely, applicant. A motion was made by Marsh, seconded by Johnson, to deny the requested waiver; the motion was approved with Marsh, Johnson, Looney and Risom voting in favor, and Cable voting against the motion. Hearing continued to November meeting.
4. Site Plan Modification Application to revise parking area, 1 McCurdy Road, Church of Christ the King, applicant. Hearing continued to November meeting.
REGULAR MEETING
A motion was made by Marsh, seconded by Cable, to amend the agenda to include discussion of the Coastal Site Plan approval at 11-1 Shore Acres Road; the motion was approved unanimously.
1. Special Permit Application to add a protective structure to a portion of deck, 1 Washington Avenue, Carlos Sacadura, applicant. A motion was made by Looney, seconded by Johnson, to approve the application with the conditions that the site plan submitted is deemed adequate for this application, and fiberglass screens, as per testimony, not fixed windows, shall be constructed in the addition; the motion was approved unanimously.
2. Special Permit Application to construct a shed, 77 Sea Spray Road, Mark & Maryellen Phelan, applicants.
A motion was made by Marsh, seconded by Johnson, to approve the application with the conditions that the plot plan submitted is deemed adequate for this application, waiver granted; Structure height shall not exceed height of previous structure (8 feet) above grade; Gas bottle shall stay in the present location; and The fee stays the same. The motion was approved unanimously.

5. Site Plan Modification Application to revise parking, 43 Hatchetts Hill Road, Telaid, applicant.
A motion was made by Marsh, seconded by Looney, that this proposal is a Minor Modification to the Site Plan, which can be approved by the zoning Enforcement Officer; the motion was approved unanimously.
