OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, June 16, 2008


The Old Lyme Zoning Commission held a Public Hearing on Monday, June 16, 2008 at 7:30 p.m. at the Lyme-Old Lyme Middle School Auditorium.  Members present were Tom Risom (Chairman), Jane Cable (Vice Chairman – arrived at 7:47 p.m.), Jane Marsh (Secretary), John Johnson, Patrick Looney, Howard Tooker (Alternate) and Ted Kiritsis (Alternate).  Also present was Ann Brown, Zoning Enforcement Officer, Mark Branse, Commission Counsel and Tom Metcalf, Consulting Engineer.
        
1.      Convene Meeting; announcement of voting alternates.

Chairman Risom called the Regular Meeting to order at 7:30 p.m.  He noted that this meeting was rescheduled from Monday, June 9, because of an advertising problem.  Chairman Risom seated Howard Tooker for Jane Cable.  He immediately recessed the Regular Meeting to conduct the Public Hearing.  The Regular Meeting reconvened at 11:13 p.m., after a six-minute recess.

2.      Special Permit Application to demolish existing dwelling and construct new dwelling, 13 Rogers lake Trail, Kristin Lambert, applicant.  Receipt.

A motion was made by Jane Cable, seconded by Jane Marsh and voted unanimously to approve the Special Permit Application to demolish existing dwelling and construct new dwelling, 13 Rogers lake Trail, Kristin Lambert, applicant, as modified and with the conditions of the Wetlands approval.

3.      Special Permit/Coastal Site Plan Application to install three pump stations and sanitary sewers in Point ‘O Woods, the Point ‘O Woods Association, Inc., Water Pollution Control Authority, applicant.

No action taken.  Chairman Risom indicated that they are awaiting comments from their engineer, Tom Metcalf.


4.      Special Permit Application to enlarge outbuilding, 7 Portland Avenue, Dennis & Valerie Melluzzo, applicants.  Public Hearing scheduled for July 14, 2008.

The Public Hearing for this item will be held at the July 14, 2008 Regular Meeting.

5.      Special Permit Application to construct an addition, 20 Ridgewood Road, Kenneth and Joanne Russell, applicants.

The Public Hearing for this item will be held at the July, 2008 Regular Meeting.

6.      Bond Release, 61-1 Buttonball Road.

Ms. Brown stated that she believes it would be appropriate to vote to release the bond upon review by Tom Metcalf and Ann Brown.

A motion was made by Jane Cable, seconded by Patrick Looney and voted unanimously to approve the bond release for 61-1 Buttonball upon review and approval of both Ann Brown, Zoning Enforcement Officer and Tom Metcalf, engineer.

7.      Petition to Amend the Old Lyme Zoning Regulations, Section 12, Planned Residential Conservation Development (PRCD), Short Hill Properties, LLC, applicant.   Receipt.

The Commission received the application and set the Public Hearing for the August Regular Meeting.

Ms. Brown stated that neither she nor Sue have had time to put together the changes to the Regulations as requested at the Regulation Rewrite Meeting.  She noted that Eric Knapp has also written a proposed section having to do with the registry which he believes should go forward.  Ms. Brown stated that she hopes to have all of this at the July Meeting so that it can go to Public Hearing in September.  

8.      Zoning Enforcement.

        No report.

9.      Approval of Minutes

Mr. Johnson stated that he was omitted from the Public Hearing attendance of May 12, 2008.  Ms. Cable indicated that there are two typographical errors.

A motion was made by John Johnson, seconded by Jane Cable and voted unanimously to approve the minutes of the May 12, 2008 Regular Meeting and Public Hearing as amended.

10.     Set Regulation Rewrite Meeting (PRCD)

The Commission agreed to consider setting a date for September, 2008.

11.     Any new or old business

Ms. Brown noted that the Citgo Station on Shore Road is using his field for parking.  She urged the Commission to put pressure on the First Selectmen to put pressure on the police because that is where the enforcement needs to come from.  She noted that the first ticket is $500.00 and the second is $1,000.00.  Ms. Brown stated that they ought to be writing tickets every week.

A motion was made by Patrick Looney, seconded by John Johnson and voted unanimously to adjourn at 11:20 p.m.
