OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, May 19, 2008
The Old Lyme Zoning Commission held a Special Meeting on Monday May 19, 2008 at 7:00 p.m. at the Church of Christ the King Parish Center. Members present were Tom Risom (Chairman), Jane Marsh (Secretary), Jane Cable (Vice Chairman) and Patrick Looney. Also present was Ann Brown, Zoning Enforcement Officer.
1. Convene Meeting; announcement of voting alternates.
Chairman Risom called the meeting to order at 7:30 p.m.
2. Regulation Rewrite
Attorney Branse’s Email Correspondence dated May 16, 2008
1. The Commission and Attorney Branse agree that this should be corrected.
2. Section 9.1.3 – Changes as follows: after a., b., & c., change paragraph to read “The Commission may issue a Special permit for an Enlargement, Extension or additional Building or Structure otherwise prohibited by this Section for a Lot containing a Single Family Dwelling and located in the R-10 Zone, provided that the septic system is in compliance with the current Public health Code without the use of any exceptions; and also provided that all other setback and Building Bulk and coverage requirements are met; and also provided that, in addition to the criteria of Section 13B, the Commission may consider:”
After (i), please add a new section for exceptions. In addition, please add terraces under this section and remove the requirement that the septic system is in compliance with the current Public Health Code without the use of any exception.
Ms. Marsh asked for clarification as to whether Section 9.1.3 can be varied.

19. Animals – To be put in residential districts as an accessory use.
20. Commission would like this changed so that the requirements in the R-10 District are the same as the other districts, i.e., a property must meet all other bulk requirements when applying for a Special permit under 9.1.3.
21. Please change to reflect that an A-2 is required for sheds, decks and terraces but only require administrative approval.
22. Narrow street regulation to apply on to private streets.

28. 7.6.3 – Propane tanks less than 30” in diameter may be in the setback if they are directly against the side or rear of the house. Generators and Air Conditioning Units must meet full setback.

A motion was made by Jane Cable, seconded by Pat Looney and voted unanimously to adjourn at 9:02 p.m.
