1. Convene Meeting; announcement of voting alternates. Present were Members Tom Risom, Jane Marsh, Jane Cable, John Johnson, Pat Looney, Alternate Member Ted Kiritsis, and Zoning Enforcement Office, Ann Brown
PUBLIC HEARINGS
1. Special Permit Application to construct a garage/office/storage building, 310 Breen Avenue, Robert & Terry Swaney, applicants.
Seated were Cable, Johnson, Looney, Marsh and Kiritsis. Motion to close the hearing was made by Marsh, seconded by Johnson and approved unanimously.
2. Special Permit Application to construct a shed, 25 Library Lane, Thomas & Christina Gotowka, applicants.
Seated were Cable, Johnson, Marsh and Kiritsis. Motion to close the hearing was made by Johnson, seconded by Kiritsis and approved unanimously.
3. Special Permit Application to enclose a portion of deck, 1 Washington Avenue, Carlos Sacadura, applicant.
Hearing continued to October 15, 2008 at Town Hall, 52 Lyme Street, Old Lyme, CT.
4. Special Permit Application to construct a shed, 77 Sea Spray Road, 77 Sea Spray Road, Mark & Maryellen Phelan, applicants.

5. Special Permit Application for an accessory apartment, 10-1 Briar Hill Drive, Kim Groves, applicant.
Seated were Risom, Cable, Johnson, Looney, Marsh. Motion to close the hearing was made by Cable, seconded by Johnson and approved unanimously.
REGULAR MEETING
1. Special Permit Application to construct a garage/office/storage building, 310 Breen Avenue, Robert & Terry Swaney, applicants.
Motion to approve the application with conditions was made by Johnson, seconded by Marsh, and approved. Voting in favor were Johnson, Cable and Marsh. Voting in opposition were Looney and Kiritsis.
2. Special Permit Application to construct a shed, 25 Library Lane, Thomas & Christina Gotowka, applicants.
Motion to approve the application with conditions was made by Cable, seconded by Kiritsis, and approved unanimously.
3. Special Permit Application to add a protective structure to a portion of deck, 1 Washington Avenue, Carlos Sacadura, applicant.
4. Special Permit Application to construct a shed, 77 Sea Spray Road, Mark & Maryellen Phelan, applicants.
5. Special Permit Application for an accessory apartment, 10 Briar Hill Drive, Kim Groves, applicant.
Motion to approve the waivers was made by Marshe, seconded by Johnson, and approved unanimously. Motion to approve the application with a condition was made by Johnson, seconded by Looney, and approved unanimously.

7. Special Permit Application to covert two-family dwelling to a one-family dwelling and enclose the existing upper and lower front porches, 12 Old Colony Road, Gregg F. Neely, applicant. Receipt. Public hearing set for October 15, 2008 at Town Hall, 52 Lyme Street, Old Lyme, CT.
8. Site Plan Modification Application to revise parking area, 1 McCurdy Road, Church of Christ the King, applicant. Receipt.
