OLD LYME ZONING COMMISSION
PUBLIC HEARING
Tuesday, January 14, 2019

The Old Lyme Zoning Commission held a Public Hearing on Tuesday, January 14, 2019, at 7:30 p.m. in the Auditorium of Memorial Town Hall.  Those present and voting were:  Jane Cable, Chairman, Jane Marsh, Secretary, Alan Todd (arrived at 7:50 p.m.), Paul Orzel and Harvey Gemme.

Also present:  Keith Rosenfeld, Land Use Coordinator


1.      Site Development Plan/Special Exception Modification Application and Municipal Coastal Site Plan Review Application to permit the creation of a Short Game Practice Area on an existing area of mowed property adjacent to its Maintenance Facility on 41 & 43 Buttonball Road, Black Hall Club, Inc. applicant.  

Jane Marsh read the legal noticed as published in The New London Day on January 2nd  and January 9, 2019.  She also read the list of exhibits.  Ms. Marsh read Ms. Balint’s response to the Municipal Coastal Site Plan Review Application who found the proposal consistent.

Mike Sheehan, member of Blackhall, was present to represent the applicant, along with Marty Smith, member of Blackhall and Chairman of the Short Game Practice Area Committee, and Tim Gerrish, Licensed Landscape Architect.

Mr. Smith explained the site plan.  He indicated that the area will allow people to practice short shots and noted that there are also two practice bunkers which are made out of sand.  Mr. Smith noted that existing trees are shown on the plan and the ones shown in gray are being removed.  He stated that the plan is to gather as much of the storm water and run off into the surface drain and then into the retention basin.  Mr. Smith noted that there will be no water leaving the site.  He stated that the green will sit up a little as most of the greens on the course do the same.  He noted that the only material they will be bringing in from off site is bunker sand and top soil.

Mr. Smith stated that it will be a bent grass putting green and the fairway areas are also consistent with bent grass, noting that these areas will be seeded.  He noted that the area around the bunkers is proposed to be sod because the bunkers have a steep slope.  Mr. Smith stated that they will also put sod near the retention basins.  

Ms. Marsh questioned whether there would be anything between the putting green and Buttonball Road.  Mr. Smith stated that they are maintaining the existing vegetation and it is a very good barrier for the golf balls.  He noted that the existing spruce are a very good edge and noted that the line of play is not toward Buttonball Road.  Ms. Marsh questioned whether the house shown on the plan was part of their property.  Mr. Smith stated that it is the Pro’s house.

No one present spoke in favor or against the application.  Hearing no further comments, Chairman Cable asked for a motion to close.

A motion was made by Harvey Gemme, seconded by Jane Marsh and voted unanimously to close the Public Hearing on the Site Development Plan/Special Exception Modification Application and Municipal Coastal Site Plan Review Application to permit the creation of a Short Game Practice Area on an existing area of mowed property adjacent to its Maintenance Facility on 41 & 43 Buttonball Road, Black Hall Club, Inc. applicant.  

At 7:46 p.m. Chairman Cable closed the Public Hearing.
