OLD LYME ZONING COMMISSION
REGULAR MEETING
September 10, 2018

The Old Lyme Zoning Commission held a Regular Meeting on Monday, September 10, 2018, at 7:30 p.m. in the Auditorium of Memorial Town Hall.  Those present and voting were:  Jane Cable, Chairman, Jane Marsh, Secretary, Alan Todd, Gil Soucie, and Paul Orzel.

Also present was Keith Rosenfeld, Land Use Coordinator and Stacey Winchell and Harvey Gemme, alternates.

At 7:30 p.m., Chairman Cable called the Regular Meeting to order.  Chairman Cable noted that Mr. Gemme would be seated this evening.  She recessed the Regular Meeting to conduct the Public Hearing at 7:40 p.m.  At 8:40 p.m. Chairman Cable reconvened the Regular Meeting.

Chairman Cable asked to move items 3 and 4 to the first position on the agenda.

A motion was made by Harvey Gemme, seconded by Paul Orzel and voted unanimously to bring items 3 and 4 up on the agenda.

1.      Approval of Minutes

A motion was made by Alan Todd, seconded by Paul Orzel and voted unanimously to approve the amended Minutes of the May 14, 2018 Public Hearing and Regular Meeting, Minutes of the June 5, 2018 Public Hearing and Special Meeting and the July 17, 2018 Public Hearing and Special Meeting.

2.      Petition to Amend the Old Lyme Zoning Regulations, Section 5.10.3 entitled “Special Permit Uses, Per Section 13B” amended by the addition of the following use under that section:  “Section 5.10 is entitled “Commercial C-30 District (C-30) and C-30S District (C-30S)” Self-Storage Unit Facility.  Petitioner, Frank Maratta.  

A motion was made by Alan Todd, seconded by Paul Orzel and voted unanimously to open the Public Hearing at the October 11, 2018 Regular Meeting in the Meeting Hall, Town Hall, 52 Lyme Street.

At 7:37 p.m., Chairman Cable recessed the Regular Meeting to conduct the Public Hearing.  At 10:40 Chairman Cable reconvened the Regular Meeting and noted there was no further business.

3.      Connecticut General Statutes 8-30 g – Affordable Housing Application for 18-1 Neck Road (formerly 16 Neck Road) for 23 dwelling units.  Graybill Properties, LLC, property owner. Neck Road HOPE Housing, LLC, applicant.  To be known as River Oak Commons I.  

4.      Connecticut General Statutes 8-30 g – Affordable Housing Application for 18-2 Neck Road (formerly 16 Neck Road) for 14 dwelling units.  Graybill Properties, LLC, property owner.  Old Lyme HOPE Housing, LLC, applicant.  To be known as River Oak Commons II.  

Public hearing was closed; no action taken.

At 10:41 p.m. a motion to adjourn was made by Alan Todd, seconded by Paul Orzel and voted unanimously.
