  • Call Meeting to Order at 7:30 pm
  • Present:  Frank Pappalardo, chair, Joann Lishing, Frank Maratta (alternate), Jackee Miano (alternate)
  • Absent:  Michaelle Pearson (secretary), Dave Kelsey, Harry Plaut, Sandy Ziemba (alternate)

2) Approval of Minutes of July 25, 2016 & August 22, 2016
        July 25: Joann Lishing moved to accept, Frank Marrata seconded.
                Discussion regarding corrections:  page 2, should read $220.00 fine…
                Page 2, paragraph 5 should read initiate vs instate.
                Motion passed with changes.
        August 22, Joann Lishing moved to accept, Jackee Miano seconded. Passed

4) Business

Sound View Improvements Project – progress report:  Contractor selected, construction slated to start October 10, 2016.  Construction budget needs to be increased by $34,000 to a total of $911,100, which is eligible for the 80/20% split with DOT grant and the Town of Old Lyme.  Frank Maratta requested more clarity on the project breakdown. Frank Pappalardo that the new total was due to increases construction costs and needed to keep the percentage ratios required as part of the federal grant. There will be a town meeting to approve the new cost on September 27. Should the new amount not be approved we still have the town vote approval of the original amount. In that case some project may need to be adjusted to complete within the original amount.

National Historic designation regarding Sound View – Sound View is now on the Connecticut State Registry of Historic places! The nomination will be forwarded to the National Parks Service for review for inclusion on the National Register of Historic places. Frank Pappalardo informed the Commission of the sequence of events regarding pros and cons.  Pappalardo provided his comments to the recent misinformation that was circulated throughout the area.  His comments included noting the embarrassment to the Town and to SVB regarding the erroneous information and fear promulgated by a group of individuals including Heidi Dinino-Fields and Donna Brown.  The State Historic Preservation Office had to issue a letter regarding the statements made by Ms. Dinino-Fields finding most were blatantly false and had no basis in fact. Both the Dinino-Fields letter and SHPO response letter were read aloud.  In the interest of full disclosure a letter written by Donna Brown regarding the information she said she received in a meeting with the State Historic Preservation Office Todd Levine SHPO staff historian was also read aloud. A response to comments as stated by Brown were addressed by Todd Levine noting that most of the letter was erroneous and that he never said the things that Brown put into her letter. Levine ending his response with; “I am dismayed by the inaccuracies stated by Donna Brown and find the misrepresentation of myself and this office distasteful at best. Donna should be ashamed of herself for putting words in others mouths and stating them are fact.”


SV Events & Facilities  TABLED

Miami Beach Association “Clean Beach” plan, beach issues / fence and gate:  The new Town attorney is reviewing the legal documents and previous legal decisions.  Frank Pappalardo advised that we should identify the root cause for MBA to go to such lengths.  However, it was also noted that what a representative MBA group advised the SVBA during a presentation was not what they did, e.g., a temporary fence vs a permanent fence.  What about policing?  Still questions to be answered.

Other – business
  • Permission for the bus to come down Hartford Ave. event was cancelled
  • No mosquito spraying for Sound View.
Public Comment:  
  • Dan Tricarico noted that the MBA fence limits access to the beach.  He raised concerns about limitations to parking as well.
  • Dino Dinino thinks that SV should take back our beach, noting that discussion with Miami Beach provided inaccurate information.
  • Angelo Fienza recommends correspondence with MBA
  • Donna Peters had questions about the high water mark impact by the fence.
  • Lori May wonders if the Town will continue providing a cleaning stipend to MB
