  • Call Meeting to Order at 7:30 pm
  • Present:  Frank Pappalardo, chair, Joann Lishing, Frank Maratta (alternate), Jackie Miano (alternate), Sandy Ziemba (alternate), Dave Kelsey
  • Absent:  Michaelle Pearson (secretary), Harry Plaut,
  • Frank Marrata and Jackie Miano, alternates, seated for Michaelle Pearson (secretary) and Harry Plaut, Joann Lishing appointed to take minutes in secretary’s absence
  • Also in attendance:  Selectwoman Nosal and Selectman Sibley
2) Approval of Minutes of September 26, 2016
Joann Lishing moved to accept, Jackie Miano seconded.  Passed without corrections.

4) Business

  • Sound View Improvements Project – progress report:  Contractor selected, Ground breaking ceremony on October 10, 2016.  Construction will begin as soon as materials arrive within the next few days, e.g. process gravel, etc. Project completion date is estimated for May 8, 2017.
  • National Historic designation regarding Sound View – No word as yet regarding Federal level designation.
  • SV Events & Facilities:  Bands were well received this past summer.  They will be scheduled for the next year.  New signs on the Bocce Court need to be removed before winter weather begins.
  • Miami Beach Association “Clean Beach” plan, beach issues / fence and gate:  Frank Pappalardo met with Scott Bellanger and Mark Mongello regarding the permanent fence and that it was below high water mark.  It was noted that Miami Beach had met with SVBA in August and advised that their plan was to install a temporary fence.  Frank P. advised them and the Commission members that it is understandable why Miami Beach feels that they need to put up a fence, however, Frank P. would rather work on the root cause of this need and address that issue.  One issue that all agree on that needs to be addressed is the lack of policing and enforcement.  
Selectman Sibley noted that the new Town Attorney is looking at the previous court documents regarding Miami Beach.  Frank Maratta suggested that the Commission send a formal letter to the selectmen regarding the Miami Beach fence and what is being done about this issue, i.e., what is the plan?  It was noted that chain link fences are not allowed in the SVVD.  The specific issues with the fence include:
  • Is it legal
  • Status of Long Island Ave.
  • It’s too long
  • Inaccessible for emergency vehicles
  • Charging for cleaning the beach….how does this affect the beach stipend the Town pays Miami Beach?
  • 2017 Meeting Dates:  4th Monday of each Month. No meeting in December
  • 2016 Summer evaluation report:  Frank P. asks that the Commission members provide comments for next meeting
  • Commission Appointments for 2017:  Frank Pappalardo, Frank Maratta, Sandy Ziemba and Michaelle Pearson. All have requested to be reappointed.
  • Budget:  review of submission to finance board… pole banners, flowers, bands, etc.  If any other items come to mind, please let Frank P. know.
  • Committees - progress report:
  • Sound View Village District zoning review:  the committee met 5 weeks ago.  Waiting to hear from the property owners with new design regarding heights and roof lines
  • Parking lotmembers:  Sandy Ziemba, Bob Tonan, Harry Plaut, John Boccaccio, Jennifer Lathrop waiting for Miami Beach to respond re attending.
  • Other – business
  • SVC needs to provide a report for the Town Report.  A suggestion was made to ask Michaelle to prepare this.
  • Public Comment:  
  • Gail Fuller asked if a larger sign for the top of Hartford Avenue denoting Sound View Village can be added to the budget.  Gail said that she has copies of all the court decisions regarding MB fences if anyone needs them.  Gail also noted that with historic designation that FEMA changes could help in the SVVD.  Gail also noted that the high water mark and coastal jurisdiction line and property lines are different lines.
  • Donna Peters from Center Beach had questions about the make-up of the Sound View Commission
  • Sal Cansilary (sp) of Hawks Nest asked for a clarification between the Sound View Commission and the Sound View Beach Association. He also stated that the Sound View concerts series was very enjoyable.
6) Adjournment at 8:50 PM Moved by Joann Lishing and seconded by Frank Maratta.
