7.37pm Meeting called to order
Sandra Ziemba seated for Harry Plaut.

7.38pm Approval of April minutes. Sandra Ziemba motioned to approve.  
Michaelle Pearson seconded. Vote carried. Minutes Approved. Joann Lishing & David Kelsey Abstained, as they were not in attendance at the April meeting.

7.39pm Correspondence: Moved down agenda under Business section.

7.39 pm Sugar Shack Parking Request Update
Zoning denied this request, due to a number of reasons enumerated in the Zoning minutes.

7.40 pm: Sound View Bikeway and Improvements Approvals Grant Process:
The next meeting of the SVIC is tomorrow. The construction documents will be reviewed.
Selectwoman Nosal said that the next step is to update people on the final plan. Hopefully the town meeting and vote will take place sometime in July.

7.45 pm Proposed SVVD Zoning Subcommittee: Moved down, awaiting Frank Noe’s arrival.

Sound View Historic District Nomination: Michaelle Pearson explained the process. Sound View’s nomination for Historic District status is moving forward. The Board of Selectmen submitted a letter expressing their support for Sound View as a Historic District.  Ms. Pearson explained that the Historic District designation will not place any restrictions upon development or use of properties in the District. It is very different from the Town Historic District in this regard. This is more of an “Honor Roll” that recognizes unique and valuable areas of historic interest. Frank Pappalardo read the text of the Board of Selectmen’s letter of support.

7.50 pm Osprey Festival:
The Chamber of Commerce’s Osprey Festival will take place June 18th on Hartford Avenue. 59 booths already. 2 platinum sponsors: Black Hall Marina and ASP Productions. Sound View Commission has a booth so we need to have that staffed. Will feature informational items such as contact numbers for police, zoning, etc. Mark Griswold is the President of the Chamber of Commerce and the main festival contact. The Osprey Festival has a website at http://www.ospreyfestival.com . There will be a variety of featured entertainment, including the Middle School JazzCats and various local musicians, including Braiden Sunshine. The Sound View Beach Association is hosting a pancake breakfast in the morning, ($8/ $6), and Italian pastries and coffee in the evening. Doug & Colleen of Critical Skills will be doing blood pressure checks, etc. We will need a 10x10 tent. Sandra Ziemba and David Kelsey each have one.

Frank Maratta expressed concern over inadequate parking for the festival, and offered use of his buses for a shuttle service if needed. Frank Pappalardo said he would put Mr. Maratta in contact with Mark Griswold, so the details could be worked out.

8.25pm Sound View Summer 2015 Assessment Review Letter to Board of Selectmen.
The parking kiosks are being reprogrammed this week, and Rangers are being hired. Frank Pappalardo will meet again on Wednesday with Trooper Inglis and First Selectwoman Reemsnyder. Need to talk about closing gates on weekends, staffing and scheduling. Swim lines will be put in before the weekend, but the new swim line materials will not be available until 7/1.  

8.35pm Events subcommittee: Sandy Ziemba mailed contracts are going out this week.

Frank Pappalardo contacted Brian Cole at Quality Printing to print posters and flyers. Still looking at Bocce instructor and Tournament day. Michaelle will send the bocce contact info to Frank.

Flowers Hartford and Swan Ave planters; Sandy had help from Nancy Lagano, Carol Zitani, and Marylin Ossman. Paul Orzel let us use his water hookup for the flowers. Frank Lishing will check on power for the flagpole.

8.40pm Summer 2016 Swim Lines- New Materials Purchase and Installation:
Not available until July 1 start of the fiscal calendar. Old lines will be in by Memorial Day weekend. Harry Plaut said he met with the First Selectwoman to discuss the need for new, heavier material for the swim lines, and had submitted pricing. There is a timing factor because season starts Memorial Day weekend and the swim lines are allocated for the budget which begins July 1st. Mr. Plaut has specified new anchors (200 lb. vs. former 100lb), and thicker (1/2 inch diameter) swim lines. (Had been 1/4 inch.) It is hoped that the new heavier material will alleviate the situation of the swim lines being cut, unmoored and/ or drifting.

Frank Pappalardo noted that there is still money in the SVC budget for two buoys demarcating the boat lane as “restricted”, and we need to discuss what the labeling should be. Harry will determine this as Harbormaster, and report back ASAP so everything can be done by Memorial Day weekend.

Frank said he’d spoken with Harry and we currently have one buoy, just need to work out the labeling. Higher quality single buoy. Hope to have them in place by Memorial Day.

8.20 pm Proposed SVVD Zoning Subcommittee:
The first meeting of this subcommittee was 2 weeks ago. Frank Noe was going to come back with some more concrete ideas as to elevations, etc. Mr. Noe explained that the elevation he is seeking is 35 feet, which includes the 8-foot FEMA requirement. Frank Pappalardo pointed out that Mr. Noe’s drawings were not to scale, as the telephone poles are 29 feet high, so the proposed townhouses would be significantly taller than the poles, which is not how they are shown in the drawings. Mr. Noe said he was waiting for sewers to be in place before starting to build. Next meeting date TBD.

8.35 pm SVBA DEEP/ WPCA Update:

Meeting today to draft a memo of understanding/ scope of work for sewers in Sound View. Will know more at next meeting. Engineers seem confident that they can show that there will not be an odor issue/ noise issue/ etc. with putting the sewerage pump station in the Town parking lot.

8.55pm Portolets:
Sandy Ziemba said will all be in place by Memorial Day weekend.

8.58pm Trash Cans:
Need better, seagull-proof lids. David Kelsey selected and ordered lid samples.  He also determined color and correct paint for painting the cans. Ms. Pearson suggested that Mr. Kelsey might take a sample of the beach sand to help correctly calibrate the color.
