Present: Frank Pappalardo (Chair), Michaelle Pearson (Secretary), Joann Reis Lishing, Sandra Ziemba
Absent: Frank Maratta (Alternate), David Kelsey, Harry Plaut
Also Present: Selectwoman Mary Jo Nosal (ex officio)


6.15 pm Call to Order: Meeting called to order by Chairman Frank Pappalardo.

Alternate Sandra Ziemba seated for the absent Harry Plaut.

Approval of November Minutes: Joann Lishing moved to approve. Sandra Ziemba seconded. Frank Pappalardo made the following correction: Remove $6100 from budget line. All in favor of approving amended minutes.

Nomination of Chairperson and Secretary:
Joann Lishing moved that Frank Pappalardo be renominated as Chairman of the Sound View Commission. Sandra Ziemba seconded. All in favor. Motion carried.
Joann Lishing moved that Michaelle Pearson be renominated as Secretary of the SVC. Sandra Ziemba seconded. All in favor. Motion carried.

Correspondence:
At the October meeting we voted to send a letter to the Selectmen commending the OLPD.

In Memoriam: Sound View Commission Alternate Russ Carlo passed away February 4th, 2015. He will be deeply missed.

Business: Sound View Improvements Grant Progress Report:
Progress is being made. At the early December Sound View Improvement meeting, Frank Maratta requested that a formal parking study be done. The SVI requested BSC to prepare a scope of work for a parking study proposal. At some time after the December SVI meeting,
Frank Maratta and Stephanie Livesey (both of the Pavilion Bar), and Lenny Corto (of Lenny’s on the Beach) met directly with VHB (the project liaison with the DOT), which resulted in VHB requiring an in-depth parking study which would add to the cost of the project. The Sound View Improvements Committee requested to see the minutes of this closed-door meeting between the bar owners and VHB, which at this time have not yet been delivered.


As far as the project is concerned, the issue is not parking— it’s safety and quality of life.
The delay does not jeopardize the grant in any way, but it will add time and money. Hence, the 30% completion public informational meeting is on hold, and will likely occur in June.

The next SVI meeting is 4.30 pm on March 2nd.

WPCA Update: The town has paused all sewer programs with the DEEP. The scope of the program has shrunk to just Sound View, which does not appear to be enough households to sustain the cost of a pump station.

Frank Pappalardo stated that one of the major issues is how to pay for this. Users cannot be mandated to self-fund beyond the value of improvement to their property.

ZBA/ UMARS Update: Frank Pappalardo appeared before the ZBA at their request and read the letter of concerns that was endorsed by Commission.
All variances were denied without prejudice, so it will likely be revisited.

Events committee: meet on March 2

Trash receptacle committee tabled

Need an alternate to fill Russ Carlo’s position.

Joann Lishing motioned to allow Frank Pappalardo to draft a letter to the Board of Selectmen requesting that the Sound View Commission be granted administrative and managerial authority over the Sound View area and its recreational facilities. Sandra Ziemba seconded.
All in favor. Motion carried.
