Shoreline Community Center 7.30 pm

Present: Frank Pappalardo (Chair), Michaelle Pearson (Secretary), Harry Plaut, Russ Carlo (Alternate), Joann Reis Lishing, David Kelsey, Sandra Ziemba (Alternate).

7.39 Call to Order: Meeting called to order by Chairman Frank Pappalardo.
7.38p Approval of August Minutes: Joann Lishing moved to approve August minutes. David Kelsey Seconded. Minutes approved.

7.39 Correspondence:
1. Heidi DiNino Fields, et al: Letter requesting parking be restored to pre-2011 configuration.

2. Harbor Management Commission: Removal of Moorings. The Harbor Commission contracted with Harry S. Plaut Environmental Co. to remove unpermitted/abandoned moorings at a fee of $125/per. Plaut Co. will store moorings at no charge. Owners of said moorings may reclaim their property upon payment of fees due to HMC: $125 hauling charge, $25 delinquent permit fee, and $70 fine. Unclaimed moorings may be sold or disposed of by the HMC after a reasonable time.

7.51pm: Sound View Park Project Progress Report:

Bound For the Sound: On 9/28, the Bound For the Sound Road Race will start/finish at Sound View Beach/ Hartford Avenue entrance. Selectwoman Nosal said this is a wonderful community event, and a great opportunity to communicate with the community re the project and grant vote.
Joann Lishing and Michaelle Pearson volunteered to be at the finish line from 7am Saturday to distribute information.

Sandy Ziemba asked if the informational meeting with the engineers could be videotaped for people from out of town.
Frank Pappalardo said that the first meeting will be informational, and could be aired on Comcast. First Selectwoman Reemsnyder said the informational meeting is just going to be an outline of the scope of work. It is step one of the entire process and won’t include any final design specs for the project.
Ms. Ziemba asked when can people have input into the design? The First Selectwoman answered that first, the funds must be approved at Town Meeting, then we enter the design phase. In the design phase, everyone’s input will be welcome.

David Kelsey asked if the PowerPoint on the Town website contains a concise, single page explanation that outlines the prospective process.  First Selectwoman Reemsnyder said there is an FAQ to guide people through the process.

Budget Items:

Frank Pappalardo asked Commission Members for their budget requests.

Flowers for Planters: Frank Pappalardo said we have some money from last year’s budget for flowers. Approximately $150.

Harry Plaut asked about the possibility of having a lifeguard at Sound View Beach. Frank Pappalardo said that is not under the Commission’s budget, but would have to come from the Town, probably Parks and Rec. budget.

A-2 Surveys of the Alleys and all Town properties in Sound View, including a survey of the beach.

Postage and Supplies for Informational Mailings

Joann Lishing said the “No Parking” signs in the Alleys are rusted. Mr. Pappalardo said we have the item approved already, and will carryover the funds to next year’s budget. Ms. Lishing noted that Public Works had cleared brush and obstructions from the Alleys last week, and she thought they had done a good job.

Sandy Ziemba requested funding for the flag at Hartford Avenue. Mr. Pappalardo said that the Flag is under the purview of the Sound View Beach Association (SVBA), not the Commission. The flagpole and lighting are our responsibility but providing the flag, and placement/maintenance of the flag itself has traditionally been the responsibility of the SVBA.

8.06: Maintenance Items:

Gateway Project/ Main Street Funding: Shore Road, from Police Station to Cross Lane, upper end of Hartford Ave. Harry Plaut agreed to be the point person on this. The Economic Development Commission wants to work with us on this. The Sound View Commission has 9K in our budget for this study.

Other Business:

At last report, the sale of the Hartford Avenue Buildings formerly owned by Claude Brouillard, and auctioned in a Foreclosure proceeding, are going through. All appeals have been exhausted. Some closings should take place on Thursday, the rest to follow.

Water Quality at Beach: Sanitarian says water quality is good. Reports have all been clean.

Streetlight Repair: Still pending.

Alley Access: Public works cleared.

Submerged Obstacle in Swim Area: Harry Plaut said he removed the obstacle this month.
8.35 New Business:
Public safety: Gates, planters, kiosks will be moved to winter storage.
Officer Heinssen said he had received positive feedback regarding the kiosks. People like them, they are efficient, security was good.

Frank Pappalardo said there had been some interest from people interested in opening businesses in Sound View.

Joann Lishing asked if all meetings of the Park Project Committees were open to the public. Selectwoman Nosal said they are, and the minutes are posted on the town website.

8.42: Public Comment:
Frank Lishing asked if there had been any news regarding the WPCA?
Selectwoman Nosal said there would be an informational meeting held soon by the WPCA.

Russ Carlo said that Old Colony has taken the Gineo family to court re: right of way. Harry Plaut said that Old Colony’s claim dates from when the Sound View Water Company sold all streets that cross into Sound View from Old Colony. The Gineos claim adverse possession, but Old Colony  claims ownership as a quasi-municipal authority. This is of interest to Sound View residents who have beach rights to Old Colony based on Swan Avenue deeds.

Paula Melillo said that at the last meeting of the Sound View Beach Association, President Dennis Melluzzo spoke of meeting with Connecticut Water Company to discuss fulfilling the commitments they made when they took over the Sound View Water Company: Completing the infrastructure as promised. Dennis noted that work was being done at Hawk’s Nest, though the Water Company has still  not fulfilled its commitments to Sound View residents.

Frank Pappalardo said that he had read Dennis’ letter to CT Water at one of our prior meetings this summer and that the Commission is observing the process. Mr. Pappalardo said he would ask Mr. Melluzzo for more information and report on any progress at the next Commission meeting.
