7.30 Call to Order: Meeting called to order by Chairman Frank Pappalardo

7.32 Approval of Minutes of April 22, 2013 & March 26, 2013 Motion to accept: Russ Carlo, Seconded by David Kelsey. Minutes approved.

7.34 RFQ Progress report: Informational broadcasts will air on Comcast Channel 14. There was also a meeting held at the Shoreline Community Center on Friday, June 14th at 7:30 pm to explain the grant process and the next steps going forward. The meeting was well-attended, with about 50 people present. To recap, packages were received from six consulting engineers. Interviews will begin tomorrow. The Grant Selection Committee will interview all six. All applicants will be asked the same set of predetermined questions, which have been reviewed by the DOT. Candidates will be rated numerically based upon their answers.

7.50 Maintenance items: New traffic signs and stop signs in place, or coming soon.

Alleys:
Frank Maratta said that he had cleared the alley between the Pavilion and Lenny’s and asked if Public Works could remove a telephone pole that was still there. Frank Pappalardo said he would let Public Works know. There followed a discussion about the alleys: keeping them clear and the responsibilities of the abutting property owners vs. the responsibilities of the town as to landscaping, encroachments, etc.


Planters: We have used some of SVC’s 2014 funding (which becomes available in July) for materials for the planters on Hartford and Swan Aves. Sandy  Ziemba and Dan Tricarico spent a weekend digging sand out of the planters and replacing with new soil, mulch and flowers. The electrical issue at the flagpole was resolved by Frank Lishing.

Water Quality: Mr. Pappalardo received an email from Town Sanitarian Sonia Marino regarding water quality tests for the shoreline area. Sound View Beach and Miami Beach both met the criteria. She also sent CT Department of Public Health informational documents re: water quality. Ms. Marino  will continue to send  information and data re: water quality monitoring. If Sound View or Miami  Beach exceed limits, she will send an email to Frank Pappalardo so a notice of closure can be posted.

Fluctuating parking rates: Frank Pappalardo sent a request for clarification of the parking rate policy to First Selectwoman Reemsnyder, and attended a Board of Selectmen meeting at which Parks and Rec Director Don Bugbee was also in attendance. Mr. Bugbee expressed his concern that if he does not lower the fees, the Town may lose revenue. Mr. Pappalardo explained that there had to be a consistent policy as to what the rates should be given various weather conditions, and that on no account should parking be discounted on sunny summer weekends or holidays. Sandy Ziemba said she had heard that the town lot had lowered its rates to $5 and it had been her understanding that town would never be less than $10. Mr. Pappalardo asked her to please take a photo to document this, should it occur again.

SVBA Independence Day Parade July 6th
Mr. Pappalardo mentioned the traditional SVBA parade will be held this year on July 6th.  All are welcome. Meeting time is 9.45am at the Shoreline Community Center. Step-off is at 10am. The parade route includes Hartford, Portland and Swan Avenues. The streets will be blocked to trafiic for the duration of the parade.

Frank Lishing suggested that notices be sent to Hartford Avenue residents to let them know that they should move their vehicles.

Bocce court maintenance: Frank Teti volunteered to paint the courts. Money in budget to repair. Dave Kelsey suggested we use Cabot’s stain, aprox. 3 gallons. Mr. Pappalardo suggested that the extra funds be used to have the wood sides of the courts and the benches sanded and painted.

Harry Plaut suggested adding Security Cameras on Hartford also across Swan and Portland intersections. Would be monitored at police station. Security specialist Jerry Brocki spoke. Transmit video to police dept. It would be live, with some recording capability.
Frank Maratta asked how the cameras would be powered. Mr. Brocki: Solar batteries. Wireless connection on pole to camera and infrastructure. If we could get a spot on utility pole, cost will be reduced. Cameras can be wired for audio and also Police dept. could speak through the cameras.

Correspondence: Mr. Spaziani regarding a submerged buoy/mooring in the middle of the swim area in Sound View. Hazard to swimmers, especially at low tide. Frank Pappalardo sent a memo to Mark Mongillo, as it is on the Miami Beach side, and also to Don Bugbee. Will have it removed.

Paul Orzell: Ideas as to how to make Hartford ave/ Pond road traffic flow better. Frank Pappalardo will pass these on to Selectmen and Public Safety. Suggests use of cones to demarcate traffic patterns.

Frank Pappalardo: Received disturbing info re an upcoming party at Lenny’s on the 29th. “Biggest beach party to ever hit CT 10pm to 3am on the beach at Sound View. People coming from RI, NJ, Ny, etc.”  according to promoter’s Facebook page.

Lenny’s is not allowed to have amplified music. Zoning doesn’t allow amplified music or alcohol on the beach. Frank Pappalardo contacted Frank Noe, (landlord) and was informed that the event would not happen. Selectwoman Nosal said she had spoken to the Cortos (owners of Lenny’s) and they also said the party was not going to happen.

Public Comment: Lori May of Hartford Avenue said the new parking is marvelous. More organized, less chaotic.
Frank Pappalardo said  the average on-street parking is between 4-6 hours.
