7.33 pm Meeting called to order by Chairman Frank Pappalardo.
Sandy Ziemba was seated for Joann Lishing, Frank Maratta for Harry Plaut, Jackie Miano for David Kelsey (late arrival).
Approval of November 27, 2017 Minutes:
Sandra Ziemba motioned to approve. Frank Maratta seconded. All in favor. Motion carried.

Other Business moved up in Agenda to accommodate Economic Development presentation and discussion.

7.48pm David Kelsey joined the meeting.
Greg Simon, from the Old Lyme Economic Development Commission joined us this evening in response to Frank Maratta’s request for a discussion regarding the revitalization of business in Sound View. The Economic Development Commission had also approached Frank Pappalardo regarding this topic. Mr. Simon stated that he has owned a beach home in Old Lyme Shores for over twenty years and would like to see a revitalization of the beach area.
Frank Pappalardo said he had had a conversation with the new ZBA Chair, Nancy Hutchinson, and that she seemed interested in reopening this topic. Next steps would include an informal meeting to work out the process with Mr. Simon, Ms. Hutchinson, and Commission members Frank Pappalardo, David Kelsey and Frank Maratta.
8.20pm: Sound View Improvements
Final walkthrough is complete. There will be a contest to design banners for the poles. Need to put out a request for designs to the community for “Welcome to Sound View” type banners. Concepts should reflect Sound View’s status as a Connecticut Historic Place and America’s Oldest Public Beach (Est. 1892). There are many artists and designers in Old Lyme who would welcome the opportunity to showcase their designs.
8.28 Blight Ordinance: Draft Blight Ordinance is complete, and available for review on the town website. Many of the points already exist in town regulations but have not been enforced. SVC members are urged to have any comments ready for our April meeting. David Kelsey will distribute to the Commission whatever is available today as a blight ordinance or similar regulations.
8.35 pm WPCA Update: EDU assessment is currently under discussion. Urge residents to attend and review minutes.
8.37 Pump station in town parking lot lease:
Frank Pappalardo said he had not yet seen a copy of the lease agreement. No further information is available at this time. David Kelsey siggested SVC send a letter to BOS/ WPCA asking for an update on the lease.
ZBA Updates: Case 18-03C – Christopher Calvanese, 6-1 Pond Road, requests variances to allow reconstruction of the dwelling above base flood elevation in the Flood Hazard Area which requires variances for exceeding the height by 8’ (from required 24’ to proposed 32’), an increase in maximum lot coverage (from required 25% to proposed 29%) and minimum setback from other property line (12’ required/5.1’ existing).
Summer 2018 Planning:
Frank Pappalardo met with First Selectwoman Bonnie Reemsnyder, and Resident State Trooper Morse to discuss the enforcement issues prior to the season start. Police Services committee being formed to look at other policing options. Frank Pappalardo distributed a list of topics discussed. A follow-up meeting will be scheduled.
Events committee is planning concerts and events for the 2018 season. Joann Lishing and Sandy Ziemba.
Miami Beach Fence Update: The most current information available was that Kathleen Tracy (Hartford Avenue), et al., asking court to reopen the 1953 lawsuit and enforce the judgment against Miami Beach.
Security Camera Update: Security cameras should be in place by Memorial Day.
PUBLIC COMMENT:
Lenny Corto, Jr. (Lenny’s on the Beach): stated that we need to keep the businesses we have here now. He fears that proposed free parking at State Beaches & Parks will impact Sound View negatively. Asked for more parking, and suggested shorter hours for paid parking; getting businesses to sponsor a food festival after the summer season.
Ms. Pearson departed the meeting at 9.30pm
