7.33 pm Meeting called to order by Chairman Frank Pappalardo.
Approval of November Minutes:
Tabled until next meeting. Sandy Ziemba to resend minutes to the board.
7.35 Election of Officers
Would like to adding a Treasurer’s position to alleviate financial workload from Chair.
Frank Pappalardo motioned to nominate David Kelsey as treasurer for 2018. As treasurer, he would take on the financial duties of the Commission as designated by the Chair.
Joann Lishing Seconded the Motion.
All in favor. Motion Carried.
7.32 pm: Sound View Improvements
Road painting has been done. Sign poles & new street signs installed. Bases have arrived. Final walkthrough slated for Friday, weather permitting.
Hartford Avenue Banner Poles: Need to put out a request for designs to the community for “Welcome to Sound View” type banners. Concepts should reflect Sound View’s status as a Connecticut Historic Place and America’s oldest public beach (Est. 1892). There are many artists and designers in Old Lyme who would welcome the opportunity to showcase their designs. Frank Pappalardo will follow up with BOS to create a press release.
7.48 Blight Ordinance: Draft Blight Ordinance is complete, and available for review on town website. Joann Lishing said she’d attended informational meeting and thought the points brought up by residents were very valid. There are issues that need to be fixed or more clearly defined before the ordinance is final. The meeting will be televised on Sundays at 5pm and Thursdays after the Board of Selectmen meeting.
Frank Pappalardo asked if the comments from residents and slide show presentation would be online. Selectwoman Mary Jo Nosal said she would look into it.
Mr. Pappalardo asked the Commission to read through the ordinance thoroughly and the
commission would discuss at the March meeting and possible comments to the
Board of Selectmen.
8 pm WPCA Update:
WPCA General Update:
The WPCA is still discussing the complicated nature of how to equitably calculate the Equivalent Dwelling Units (EDUs). Within Sound View’s three streets there are several different zones. R-10, R-10 grandfathered, C-10, SVVD. Various uses currently include commercial, commercial being used as residential, multi-family, multi-use, residential, etc.
There is an EDU research subcommittee. They would like a standard system for determining what an EDU is. No further information is available at this time.
Pump station in town parking lot lease:
Frank Pappalardo said he had not yet seen a copy of the lease agreement. No further information is available at this time.
Summer 2018 Planning:
Frank Pappalardo and First Selectwoman Reemsnyder are planning to meet, along with representatives from the Federation of Beaches and Police to discuss the enforcement issues prior to the season start. Police Services committee being formed to look at other policing options. Fp will contact Bonnie this week to set up meeting date.
Events committee will meet soon to plan concerts and events. Joann Lishing and Sandy Ziemba.
Fence Update: Kathleen Tracy (Hartford Avenue) asking court to reopen the 1953 lawsuit and enforce the judgment against Miami Beach. No further information is available at this time.
Security Camera Update: Security cameras need permission to be placed on light poles. Board of Selectmen are working on this.
PUBLIC COMMENT:
There are two lights that were replaced with high-intensity floodlights at the same time as the new streetlights were implemented. These lights are currently facing outward, creating glare and light pollution. Need to be adjusted to face downward, toward the road. The first is outside the police station (not the one facing the building, but the one facing west onto Rte. 156.) The second is at the end of Hartford Avenue on the beach near Lenny’s.
