Board of Selectmen Budget Review Meeting Minutes 01/28/2019
TOWN OF OLD LYME
BOARD OF SELECTMEN
Regular Meeting Minutes
28 January 2019

The Board of Selectmen held a regular meeting on 28 January 2019 at 4:00 PM in the Meeting Hall of Memorial Town Hall to review budget requests. First Selectman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Chris Kerr were present. Finance Director Nicole Stajduhar attended to present the budget overview.

  • Resolution establishing Tax Deferment Program for Federal Employees affected by the Government Shutdown
First Selectman Reemsnyder explained that the Governor signed into law a bill that allows municipalities to defer tax payments for federal employees who can substantiate that they were affected by the government shutdown that began on Dec. 22, 2018, and just ended on Jan. 25, 2019. The law would allow a payment deferment of up to 60 days after the employee returns to work, and is no longer an affected worker. First Selectman Reemsnyder read the resolution that directs the Tax Collector to implement the new law. Selectwoman Mary Jo Nosal made a motion to approve the resolution, second by Selectman Kerr. Motion carried.

  • Continued Review of Budget Requests for FY2020
The board reviewed the capital requests on the budget, discussed several items on the budget request, and recommended adjustments to some requests. In particular, there was discussion about the request for $268,000 for replacement of the tennis courts at Cross Lane, and $134,000 for replacement of the basketball court at Cross Lane. The Selectmen discussed funding $134,000 per year over the next three years to accomplish this, as well as coordinating with District #18 when they replace their tennis courts, in an effort to get a better price. First Selectman Reemsnyder commented that the request for an electric car and charging station could be removed, as she would look for a grant to fund that request. She also pointed out that even though there is a request for $454,000 for the replacement of the Mile Creek Bridge in FY 2020, the Town will receive $427,000 in revenue as part of the Local Bridge Funding Grant. There were other areas of the capital budget that were discussed and warrant more information from appropriate departments.
The Selectmen agreed that they would further discuss the budget at their meeting on Feb. 4th, and vote at that time to pass it on to the Board of Finance to begin their deliberations.

  • Adjournment
Selectman Kerr made a motion to adjourn at 5:33 PM. Second by Selectwoman Nosal. Motion carried.
