Minutes of the Board of Finance Special meeting held on Monday, April 22, 2013 at 7:30 p.m. at the Old Lyme Memorial Town Hall.

Mr. Russell called the meeting to order at 8:02 p.m.
Mrs. Sturges made a motion, seconded by Mr. Woolley to have Mr. Kelsey vote for Mr. Devoe and Mr. Bernblum vote for Mr. Garvin in their absence. Motion carried.
Minutes of March 26, 2013
The minutes of March 26th were reviewed. One correction was noted on page 3, 2nd paragraph, 2nd sentence, to add the word “day” after “sick buy back”.
There being no other corrections noted, a motion was made by Mr. Kelsey, seconded by Mrs. Sturges to approve the minutes as modified. Motion carried.
Financial Reports – Nicole Stajduhar
Mrs. Stajduhar highlighted the Revenues as of March 2013 stating Property tax – total tax collections were $211,170 and the current levy line item is 99.26% collected. State Grants include $4,631 Mashantucket Pequot Grant, DUI grant of $7,098, and Telephone Access Line of $36,886. Expenditures include, under Emergency Management, $63,724, for a total of $145,295 for the 2013 Winter Blizzard. The Town paid $8,855 to Coastline Consulting and Development from the Harbor Dredging Grant Fund, for progress billing of the Old Lyme Waterway Study.
Budget – Mill Rate – Nicole Stajduhar
The Mill Rate Calculation for Fiscal Year 2013/2014 was outlined by Mrs. Stajduhar. The total Grand List changed $5,151,980, from $1,603,246,720 for FY12/13 to $1,608,398,700 for FY13/14 with a collection rate of 98.25%. The Net Property Tax Req. is revised for school amount to $30,373,672. The proposed mill rate will be 19.30, an increase of .21% (rounded) from 19.26 presently.
Re-allocation of carryover Funds
Mrs. Reemsnyder stated that the new Sanitarian, Sonia Marino, is working towards catching up on the many areas of her new position and stated that the Town is far behind on Restaurant Inspections. Mrs. Marino suggested sub-contracting the inspections out in order to bring all establishments current and she received quotes from three qualified people who can assist with this project. She worked with the person who submitted the lowest price and feels he is very qualified. Mrs. Reemsnyder stated that the cost would be approximately $2,500-$3,000, and is looking for endorsement from the Board to allocate monies from the R-10 project line that can be used for this purpose. A motion was made by Mrs. Sturges, seconded by Mr. Woolley to spend up to $3,000 on Restaurant Inspections. Motion carried.
A motion was made by Mrs. Sturges, seconded by Mr. Woolley to adjourn the meeting at 8:15pm. Motion carried.
