SITE WALK MINUTES
OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SATURDAY, NOVEMBER 2, 2013

The site walk meeting was called to order at 8:40 am.  In attendance, Janet Bechtel, Dave McCulloch, Tim Rollins, Christian Tompkins, Stanley Kolber, Skip DiCamillo and Evan Griswold. Evan Griswold did not attend the site walk at Haines Park.

  • 8:40 a.m. – 13-26 – Gary Ozanich – 11 Maywood Drive – Installation of 1000 gallon underground propane tank.  The site for the underground propane tank was marked on the ground.  Commission members viewed the area, discussed site fencing, stockpile location and access.  The applicant was asked to attend the meeting on 11/26 to answer any additional questions and finalize the application with additional notations on the site plan.
  • 9:00 a.m. – 13-29 – Steven Urbowicz – 74 Rowland Road – Construction of a single family dwelling and detached garage. Commission members meet with Vicki Urbowicz, Joe Wren, PE and Seamus Moran, engineers – Indigo Land Design.  The lot for the house and detached garage was staked with wetland flags and corner boundaries.  Clearing limits, tree removal, driveway boundaries, stockpile locations, soil conditions, equipment storage and buffer areas were all reviewed.  
  • 9:40 a.m – 13-28 – Christine Wysocki – 19 Brighton Road – Construction of a storage shed. Commission members reviewed the area staked out for the storage shed and inquired about the amount of ground preparation needed for this structure.   It was recommended that Mrs. Wysocki consider moving the shed further east away from the roots of the adjacent maple and uphill to a more level spot. Mrs. Wysocki was asked to confirm the exact size of the shed and the specific site preparations that will be needed, i.e. depth of digging for stone base/leveling.  In addition, she was asked to provide a photo of where she will be placing the shed.  Mrs. Wysocki indicated that she will not be able to attend the 11/26 meeting, as she will be traveling and was told that if the commission did not have sufficient information to make a decision at that meeting, her application would be reviewed again at the January 2014 meeting.
  • 10:10 a.m. – 13-27 – Mark Fader – 6 Rose Lane – Construct a garage & breezeway. Commission members walked the proposed location for the garage and breezeway and discussed with Mrs. Fader the trees that will need to be removed along the wetlands boundary.  Possible alternative locations were discussed as the proposed location expands the footprint east closer to the wetlands boundary.
5.  10:20 a.m. – Haines Park – Temporary Boat Launch.  Commission members met with Michael
       Sicord of the Roger’s Lake Authority to discuss a temporary boat launch area along the beach
       at Haines Park.  Due to the decreased level of water in Roger’s Lake, the current boat launch
       area at Grassy Hill Rd. is not accessible.  The commission member Dave McCulloch made a
       motion to authorized ZEO, Ann Brown, to issue an administrative permit for Haines Park beach
       to be used as a temporary boat launch under the following conditions:
  • the permit be one-time use only
  • duration of one weekend between the hours of 10 – 4
  • the sandy beach along the waters edge be protected with plywood to help prevent ruts from tire tracks.
  • the area be raked after use to eliminate any ruts
The motion was seconded by Stanley Kolber, the motion passed unanimously.

The meeting adjourned at 10:40 a.m.
