OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SITE WALK MEETING
WEDNESDAY, SEPTEMBER 18, 2013


  •  Call to Order  Present were members Evan Griswold, Lewis DiCamillo, Janet Bechtel, David McCulloch, Stanley Kolber, Tim Rollins, Christian Tompkins, and Linda Krulikowski, and Ann Brown, Enforcement Officer.
  • 5:45  13-22 Lawrence Galbo – 27 Champlain Drive – Add Propane Generator  
  to Concrete Pad.  The commission inspected the proposed location of the generator and the underground piping to the house and from the existing propane tank.  There is a birch tree which leans toward the house, and the applicant also requests permission to cut down the trunk that is leaning toward the house.  The commission agreed that the applicant does not need to attend the next meeting as the plan submitted is sufficient and the commission has neither questions nor concerns which have not been addressed.

  • 6:00 13-23 Laurie Willis – 50 & 52 Shore Road – Trim Trees, Put Crushed Stone on Existing Driveway, Remove Stump from Swamp, Remove Damage Trees, Spray for Phragmities.  The commission walked the property and observed the stumps and trees which are proposed to be removed, the growth of the phragmites, and the area of the driveway (50 Shore Road) where the stone top dressing has been added and the boat is stored.  The commission recommended that the various brush piles be removed from the wetlands, that the portions of the uprooted tree/stump that are above ground be cut and removed but that the rest of the stump remain, that the stumps in the yard be cut flush and ground up rather than being pulled out.  Wood chips should be removed from the site rather than being spread into the wetlands.  There was discussion of whether excess stone should be raked up and removed from the driveway area.  The proposed removal of the phragmites will require an individual permit and plan at the time that the applicant is ready to begin that project.  This permit approval will not include phragmites removal.  The applicant was asked to attend the next meeting.
  • 6:30– Graybill Properties – 151 Boston Post Road.  Don Fortunato, Soil Scientist, and Tony Hendriks, Surveyor, attended for the owner of the property.  There is not application pending, and this site walk is considered a preliminary site inspection.  There was a preliminary plan which showed demolition of two buildings and additional paved parking in the vicinity of the wetlands/watercourse.  Consensus was that the parking closest to the wetlands/watercourse might be better if the surface is pervious.  Drainage for the front half of the property (west side) and the roof leaders is proposed to be routed into street drainage of Boston Post Road.  Drainage from the rear of the property is proposed as sheet flow toward the wetlands/watercourse.  The shed will be removed, and the dumpster will be relocated farther away from the regulated areas.  The septic system will be redone at the front of the property is the same general area where it is currently located.
