OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING/SITE WALK
WEDNESDAY, AUGUST 7, 2013 AT 5:45 P.M.

  • Call to Order
  • 5:45 P.M. – 13-19 Patricia Dean/Ann Cooks – 43 Rogers Lake Trail  - Installation of a garden shed on crushed stone.   Present were members Stanley Kolber, Janet Bechtel, Lewis DiCamillo, Evan Anway, and David McCulloch, and Enforcement Officer Ann Brown.  The commission observed the proposed location for the new 10’ x 12’ shed, which is proposed to be installed on a crushed stone base adjacent to the driveway.  The commission determined that the applicant does not need to attend the regular meeting as they have no further questions or concerns.
  • 6:15 P.M. – 13-21 Old Lyme Land Trust – 45 Shore Road – Watch Rock Preserve.  Restore the moist coastal forest and old field habitat.  Stanley Kolber recused himself and did not walk with the group.  The commission was shown the areas where the invasives are proposed to be cut and where the herbicide is proposed to be applied. Work will take place only in the Coastal Moist Forest areas, not in the Dry Coastal Forest areas.   The commission saw the area of the vernal pool.  The open field area is approximately 400’ from the vernal pool.  Some unhealthy trees will be cut down, but this will not be so extensive as to be clear cutting.  Brush piles will be left for wildlife habitat enhancement.  Some replanting is proposed.  The commission requested that the applicant submit a copy of their replanting plan.  The commission requested the applicant to propose a non-disturb radius around the vernal pool, and that the contractor who has created the plan attend the meeting.  The commission suggested all work near the vernal pool (possibly a radius of 400’) be done by hand, not with machines.  The applicant said that the clearing will take two days, but the planting will be on-going.
  • 6:45 P.M. – Old Lyme Country Club – Request for Bond Release.  The commission requested that an officer of the Club come to the next meeting.  The commission remarked that it appeared that the wet meadow had been recently mowed, and that the wood chips had not been removed and that the vegetation which had grown in the wood chip area was not “good” vegetation.  Possibly the chips should be raked out.  David Lane reported that some plants in that area died because salt water flooded the area during the storms of the past year.  The commission requested that Sarah McCracken submit a report evaluating the landscaping and replanting plan, and they requested that Richard Snarski attend the next meeting.  The commission also asked what materials were used for the parking area surface.
