Evan Griswold made a motion to approve the minutes as submitted. Dave McCulloch seconded the motion. The motion passed unanimously.
MINUTES OF SITE WALK MEETING DATED JULY 9, 2012
The Commission tabled this item until the end of the meeting.
NEW BUSINESS
12-12 JULIAN & MARIBETH MULER – 16-1 SOMERSET LANE – INSTALLATION OF GENERATOR AND PROPANE TANKS WITHIN A 100’ OF THE WETLANDS
Julian Muller stated he would like to install a generator and hook it up to a propane tank. He stated he would need to dig a 110 foot shallow trench to connect the two. Mr. Muller and the commission reviewed the map that was submitted with the application. He also pointed out the location of the stone wall on the property that would serve as a natural buffer. O’Donnell noted it was approximately 71’ feet from the proposed ditch to the wetlands. O’Donnell asked the applicant to stake out the locations. Linde asked if the separation was due to aesthetics. Muller indicated that was correction in addition to noise.
The commission agreed to set a Site Walk for Wednesday, August 8, 2012 at 5:30 p.m.

12-15 SEAN & NICOLETA MCTIGUE – 125 WHIPPOORWILL ROAD – ADDITION WITHIN 100’ OF THE WETLANDS.
Sean McTigue reviewed his proposal with the commission. He noted there was a borrow pit that has filled with wetlands over time. Ann Brown, Zoning Enforcement Officer noted that the applicant intends to construct the addition on a slab and asked the commission if they would consider doing an administrative permit. She stated the disturbance is minimal and the distance was approximately 90 feet from the wetlands. Griswold asked if it was lawn all the way to the edge of the wetlands. McTigue stated it was lawn up until the property drops off and the wooded area begins.
Linde stated the commission could schedule a site walk, or ask Ann Brown to visit the site and report back and depending on her visit to the site an administrative permit could be issued or the commission would continue with a scheduled site walk.
O’Donnell asked the applicant when he planned on starting construction. He indicated next week. Linde clarified that his timeframe for construction was not a concern of the commission. He further stated that this application does fit what the commission has described as appropriate for an administrative permit.
Brown suggested she visit the site and if she had any concerns she would report them back to the commission and the site walk would take place and if not an administrative permit could be issued.
Linde stated for the record that this is a small piece of work essentially within the same footprint as their existing deck and is under 400 square feet. He further stated the applicant did describe that there is a natural vegetative buffer between the house and the wetland and because of these items the commission can consider possibly doing an administrative permit.
Robb Linde made a motion to ask Ann Brown to visit the site and report her findings and determine whether a site walk is necessary or an administrative permit can be issued. Janet Bechtel seconded the motion. The motion passed unanimously.

12-10 QUESTA BUILDERS, INC. – BGP DEVELOPERS, LLLC – 5-1 DAVIS ROAD – TO CONSTRUCT A DRIVEWAY WITHIN 100 FT. REVIEW AREA TO A PROPOSED SINGLE FAMILY RESIDENCE.
Bob Doane noted that the commission walked the site. He further stated the proposal is to construct a driveway coincident with the existing path and slope the driveway from the high point towards the wetland area. He stated the driveway would be paved with underground utilities and sloped toward the wetlands with sheet flow across the wooded area. He stated the cross slope would be ¼” per foot.
Doane noted additionally Diana Johnson walked the site for Open Space considerations.
McCulloch asked if the conservation easement was to the Town of Old Lyme. Doane stated the town’s standard form would be used for the language.
Evan Griswold asked if any outdoor lighting was proposed. Doane indicated there was not but noted there was ambient light on the property from both the commercial building as well as from across the marsh from the Hideaway Building.
Janet Bechtel made a motion to approve the application as submitted. Evan Griswold seconded the motion. The motion passed unanimously.
12-11 TOWN OF OLD LYME/CONSERVATION COMMISSION – 166 BOSTON POST ROAD. REQUEST TO LANDSCAPE/BUFFER INSTALLATION AND FRED HOLTH MEMORIAL BENCH
The commission noted they walked the site. Linde asked if the application had been modified to reflect a 10’ buffer. Brown stated the commission discussed the buffer during the site walk but noted the plan has not been modified. Selectmen Reemsnyder was present on behalf of the application and noted they were in agreement to the 10’ buffer. She further stated that the Conservation Commission would maintain the buffer in addition to Public Works.
Robb Linde read the site walk minutes into the record.
O’Donnell asked about the timeframe. Bechtel stated they would like to begin as soon as possible. O’Donnell asked how long it would take to kill what was already there. Brown stated the mats would be put down but kept down for a period of time (several years) before moving to a different location. Brown further stated they were not going to dig

the phragmites. Krulikowski asked about the construction of the bench. A photo of the bench was past around. O’Donnell asked if the bench would be placed on a concrete pad. Brown stated a general location was provided but was not sure how it would be secured to the ground. The commission determined the manner in which the bench was secured would not have an impact on the wetlands. O’Donnell stated it would be her preference to leave the area around the bench natural.
Evan Griswold made a motion to approve the application with the condition that a 10’ buffer be installed along the lake edge for approximately 50 feet. Dave McCulloch seconded the motion. The motion passed unanimously.
SITE WALK MINUTES – JULY 9, 2012
Linde read the Site Walk minutes to the commission.
Janet Bechtel made a motion to approve the minutes with the correction that Sabine O’Donnell’s name be added to those present at the site walk. Linda Krulikowski seconded the motion. The motion passed unanimously.
