OLD LYME INLAND WETLANDS AND WATERCOURSE COMMISSION
REGULAR MEETING
TUESDAY, FEBRUARY 28, 2012



PRESENT WERE:  Chairman Robb Linde, Sabine O’Donnell, Dave McCulloch, Linda Krulikowsi and Skip DiCamillo.


MINUTES OF REGULAR MEETING DATED JANUARY 24, 2012

Sabine O’Donnell made a motion to approve the minutes as submitted.  Linda Krulikowski seconded the motion.  The motion passed unanimously.

MINUTES OF SITE WALK MEETING DATED JANUARY 28, 2012

Sabine O’Donnell made a motion to approve the minutes as submitted.  Linda Krulikowski seconded the motion.  The motion passed unanimously.

AMEND THE AGENDA

Robb Linde made a motion to amend the agenda to switch Item 1 under Old Business and move it in front of Item 1 under New Business.  Dave McCulloch seconded the motion.  The motion passed unanimously.

OLD BUSINESS

12-2 – JOSEPH FEDORICH – 13 CHAMPLAIN DRIVE – GARAGE FAMILY ROOM ADDITION – 24 X 28 AND A 4 X 18 COVERED FRONT ENTRY

Joe Wren presented a revised plan dated February 24, 2012.  The revised plan shows the shed to be removed as well as the addition being reduced by 2 feet in length which allows the proposal to comply with the zoning regulations.  He further noted it also reduces the encroachment into the wetland area.   Therefore, the addition is now 22 x 29 which also results in more impervious area.  He stated it was previously 590 square feet of asphalt removal and now it will be  678 square feet.  





Sabine O’Donnell made a motion to approve the application (plan titled, “Site Plan, Land N/F of Joseph A. Fedorich, 13 Champlain Drive – Tax Map 46 Lot 66, Old Lyme, Connecticut” sheet SP-1 dated January 6, 2012, revised through January 24, 2012 and “E& S Control Plan and Details, Land N/F of Joseph A. Fedorich, 13 Champlain Drive—Tax Map 46 Lot 66, Old Lyme, Connecticut” Sheet D-1 dated January 6, 2012) to construct a building addition and covered front entry and to modify the driveway and front walkway as shown on project plans. Linda Krulikowski seconded the motion.  The motion passed unanimously.

NEW BUSINESS

DIANA L. & WILLIAM J. BUSCETTO – 3-1 HUNTLEY ROAD – CLEARING IN THE REGULATED AREA

Ann Brown introduced Mr. Buscetto the owner of the property at 3-1 Huntley Road.  Brown stated the office received a complaint about clearing on his property.  Brown stated she visited the site.  

Mr. Buscetto stated that during the hurricane back in September his property incurred a lot of damage.   He stated he lost huge trees.  Therefore, he stated he took the damaged trees down and noted in order to do that he had to clear some of the brush to get into the area to do the work.  Krulikowski asked Mr. Buscetto if he was aware that it was a regulated area.  Mr. Buscetto stated he was trying to clear the damaged trees from the area.  Krulikowski stated she thought it sounded as if a small twister had gone through the area.  

Buscetto stated he had some wood chips placed in the area to help stabilized the cleared area.  O’Donnell expressed concern about the wood chips.  Brown stated that wood chips are too acid.   Krulikowski asked where the wood chips came from.  Buscetto stated they were from the local area.  

Linde stated the commission will need a detailed plan before they can take any action.  

The commission set a site walk for Saturday, March 3, 2012 at 8:00 a.m.
