OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING/SITE WALKS
THURSDAY, JULY 7, 2011
Present were Robb Linde, Janet Bechtel, Skip DiCamillo, Sabine O’Donnell.
1. Call to order
2. 6:15 – 11-19 BUCKLEY FAMILY REVOCABLE TRUST, FRANCIS J.
BUCKLEY, JR. TRUSTEE, 84 Grassy Hill Road – Repair approximately 50’
of the existing retaining wall along Rogers Lake to eliminate soil and erosion.
The commission walked the site with the applicant and his representative. It was stated that the work would not be done until the water level was lowered After August 1, 2011. Large stones on the site would be used to stabilize the wall. The commission asked that a plan be submitted to IWWC showing 1) vegetative buffer at the stone wall, a plan for either Silt fencing or salt hay barrier during construction if the lake level will allow for such measures. The erosion and control measures would protect the physical nature of the lake during construction and afterward. The applicant was told that he would not need to attend the meeting if a complete plan were delivered to the IWWC enforcement officer and it met the concerns stated above.
3. 6:30 – 11-20 GALCO, LLC – 17 Sill Lane, Construct a single family house
and a septic system in the regulated area.
The commission walked the site. It can be described as being bordered on three sides by the mill River, an apparently high functioning wetland and an intermittent watercourse. The plans call for construction within 20-40 ft of the watercourse, with clearing to within 10’ of the watercourse. The entire construction will be done within the wetland review area and there is the potential for significant impact. The chair will be requesting that we review the application under a public hearing.
