Inlands Wetlands Commission Minutes 02/12/2011

UNAPPROVED MINUTES
OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING/SITE WALK
SATURDAY, FEBRUARY 12, 2011

1.      Call to order.  Present were members Robb Linde, Janet Bechtel, Sabine O’Donnell, David McCulloch, Skip Di Camillo and Enforcement Officer Ann Brown.

2.      8:00 a.m. Joseph and Tamara McAraw – 23 Talcott Farm Road.  The trees which are proposed to be removed were marked.  The commission agreed that the marked trees could be removed except for the large, dead cedar tree, which was down the hillside close to the wetlands.  That tree shall remain.

3.      8:30 a.m.  Nancy Manville – 31 Sill Lane.  The commission viewed the site.  There was some concern expressed about the location of the dumpster in the lower driveway, but it was concluded that the location was acceptable for the dumpster during the construction/renovation project.

4.      8:45 a.m.  Thomas Kunkler – 7 Sandalwood Lane. The commission had some concerns about the two sheds which are behind the house in the vicinity of the proposed addition and the wetlands.  The commission requested information about approved permits for the sheds and about what materials are stored in the sheds; the concern is that chemicals and/or hydrocarbons might spill and pollute the wetlands.  If there are materials stored which are potential threats to the wetlands, containment should be considered and/or proposed.  The commission requested that the sheds be added to the site drawing which was submitted with the application.  The commission questioned whether the owner should remove the shed which is closer to the wetlands in exchange for the approval of the addition to the storage in the garage.

5.      9:15 a.m   Matt Ward – 23 Cross Lane.  It was difficult to see the detail of the lot and the area of proposed activities because of the thick snow cover.  It was agreed that this application will be tabled until another site walk can be scheduled.

6.        9:30 a.m.    Brian Grenier – 7 Mile Creek Road.  The commission agreed that the required permit should be an administrative permit, and that conditions requiring the applicant to remove stored materials from the wetlands area should be included in the permit approval.

Adjournment at 9:45 a.m.
