Inlands Wetlands Commission Special Meeting Amended Minutes 10/01/2009

        SPECIAL MEETING – SITE WALK MINUTES
        OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
        THURSDAY, OCTOBER 1, 2009


Call to Order at 5:10PM – Lyme/Old Lyme High School.  In attendance, Janet Bechtel, Skip DiCamillo, Robb Linde, Dave McCulloch, Sabine O’Donnell

1. 5:10 PM:  #09-20 – Lyme/Old Lyme High School – Lyme Street.  Activities associated with the improvements to support the proposed renovation and expansion of the Lyme/Old Lyme High School.

John Rhodes, Director of Facilities and Technology for Regional School District 18, met commission members at the location of the emergency access roadway to the Duck River firepond. Rhodes indicated the stakes which marked the location of the proposed roadway’s northern boundary along the wetland.  Rhodes mentioned he had a preliminary discussion with Fire Chief Dave Roberge and that the Fire Department is willing to accept a gravel access road with a paved apron at the pond edge and Rhodes stated the road will remain at its current 10’ width.  Rhodes confirmed that no turn around will be needed.

Robb Linde requested the applicant to provide the commission with an elevation cross sections from wetlands flag #47 - #48, south to the 13’ elevation grade line.  

Janet Bechtel asked the applicant to consider providing the commission with a planting plan/recommendation for the area between the wetlands boundary and the north edge of the access road as a number of trees and considerable brush will be removed during the relocation of the new roadway.

2.5:50PM:  #09-25 – Richard Battalino – 166 Mile Creek Road – Application to cut down dead and damaged trees and remove surface rocks.

Rich Battalino met with commission members to discuss his immediate and long term plans for the 1 acre lot which borders his driveway and Mile Creek Road.  All underbrush has currently been removed and is awaiting winter burning.  A number of trees, 2 of which are dead, were marked for removal and large rocks have been relocated along boundary edges.  Considerable equipment tracks were observed.  The commission asked the applicant to immediately stabilize the ground with hydroseed and to maintain a 20’ vegetated buffer along the pond, with the exception of the driveway area.  The commission will address the current application to remove dead/damaged trees and further rock removal at the meeting on 10/27/09 and informed the applicant that any additional work in this area will require a more detailed application including an A-2 survey, 100’ wetland boundary, and 20’ buffer area and replanting plan.




3:  6:20 PM: #09-26 – Peter Sutherland – 70 Rowland Road – Construct a garage within the regulated area.

Commission members met with the applicant and the builder who pointed out the stakes for the garage.
The applicant was asked to provide the commission with a more detailed plan which will indicate specific locations for:
1. stockpiles of  soil
2. silt fence locations
3. location of 5 trees to be removed
4. tool shed relocation
5. a planting plan for the slopes to the rear and side of the proposed garage to stabilize this area near the wetlands.

The meeting adjourned at 6:40 PM.
