INLAND WETLANDS AND WATERCOURSES COMMISSION
REGULAR MEETING
NOVEMBER 17, 2015
Present were: Skip DiCamillo, Evan Griswold, Tim Rollins and Tom Machnik. Also in attendance were Keith Rosenfeld and Kim Groves.
MINUTES OF REGULAR MEETING DATED OCTOBER 27, 2015
Evan Griswold made a motion to approve the Regular Meeting Minutes dated October 27, 2015. Tim Rollins seconded the motion. The motion passed unanimously.
MINUTES OF SITE WALK MEETING DATED NOVEMBER 15, 2015
Tim Rollins made a motion to approve the Regular Meeting Minutes dated November 14,2015. Tom Machnik seconded the motion. The motion passed unanimously.
DiCamillo asked if the commission had received correspondence from Tom Metcalf regarding the All Pro Application at 151 Boston Post Road. Groves stated the correspondence was sent directly to Janet Bechtel and Jane Cable. The Zoning Commission held a public hearing on the application and approved the application with all the conditions outlined in Metcalf’s letter as well as those suggested by the Inland Wetlands Commission. A copy of the Zoning Commission’s approval will be sent to this commission when the minutes are complete.
APPROVAL OF 2016 INLAND WETLANDS & WATERCOURSE MEETING CALENDAR.
Evan Griswold made a motion to approve the 2016 Meeting Calendar with no meetings to be held in the months of August and December. Tom Machnik seconded the motion. The motion passed unanimously.
NEW BUSINESS
15-16 – MARK REEVES BUILDER – 13 BOGGY HOLE ROAD – CONSTRUCT A 24 X 60 FT. ADDITION TO AN EXISTING HOUSE
Mark Reeves, General Contractor presented the application. He stated the proposal is to construct a 24 x 60 ft. addition which will include office space, entryway and great room. The commission reviewed the site plan prepard by Don Gessick. He noted the site has also been flagged for wetlands which determined there was a small area in the rear portion of the property. He stated the proposed addition encroaches 14 ft. into the 100 ft. upland review area but noted the proposed addition is 86 ft from the wetland. He also noted the soil scientist indicated that these have not been readily identifiable wetlands for some time.

Reeves noted during construction they will establish a silt fence area and also noted the excavation could be done from outside the area. DiCamillo requested that the silt fence and stockpile location be shown on the plan.
The commission reviewed photographs of the area. The commission set a site walk for Saturday, November 21st at 8:30 a.m. and requested that the proposed addition be staked prior to the walk.
15-17 – DAVID LONG – 126 WHIPPOORWILL ROAD – 1ST FLOOR ADDITION TO EXISTING HOME AND GARAGE ADDITION.
David Long and his wife were present to discuss their proposed improvements. He stated they have lived in this home since 1988 and would like to retire in the home so they are proposing a single floor large master bedroom, sitting area and closet space. He also noted they would like to add an addition to the garage for the storage of his gardening equipment and would be accessed from the rear side. Long stated Richard Gates has prepared the survey of the parcel. The commission reviewed photographs of the area.
The commission set a Site Walk for Saturday, November 21st at 9:00 a.m. and asked the application to stake out the area of the proposed improvements.
OLD BUSINESS
15-14 – OLD LYME LAND TRUST – 29-1 HATCHETTS HILL ROAD – INSTALLATION OF TWO SMALL FOOTBRIDGES AND POSSIBLY STEPPING STONES WHERE EXISTING PRESERVE TRAIL CROSSES ARMSTRONG BOOK
DiCamillo noted the commission had walked the site. Evan Griswold stated the walkways proposed are typical for these type of crossings.
Evan Griswold made a motion to approve the application with the following stipulation that pressure treated lumber not be used in the construction of the crossing. Tim Rollins seconded the motion. The motion passed unanimously.
OTHER BUSINESS
DiCamillo asked Rosenfeld as to the status of the complaint made by Dave McCulloch at the last meeting located on Whippoorwill Road. Rosenfeld indicated he was working on the situation, believed it to be a zoning issue and would provide further information at the next meeting.
