REGULAR MEETING
JUNE 24, 2014
PRESENT WERE: Skip DiCamillo, Janet Bechtel, Evan Griswold, Stanley Kolber, Dave McCulloch, Mike Moran and Christian Tompkins.
MINUTES OF REGULAR MEETING DATED MAY 27, 2014
Evan Griswold made a motion to approve the Regular Meeting Minutes dated May 27, 2014. Christian Tompkins seconded the motion. The motion passed unanimously.
SITE WALK MEETING MINUTES DATED MAY 31, 2014
Janet Bechtel made a motion to approve the Site Walk Meeting Minutes dated May 31, 2014. Evan Griswold seconded the motion. The motion passed unanimously.
NEW BUSINESS
14-12 DAVID EVERS – 15 OSCEOLA TRAIL – TEAR DOWN BATH HOUSE AND REPLACE WITH STORAGE AREA
The commission reviewed the drawings submitted by the property owner of both what currently exists and what is proposed. It was noted on the application that there would be no change to the footprint but a new wall and foundation would be installed. The application also stated that the existing building is 30 feet from Rogers Lake.
The commission agreed to visit the site on Wednesday, July 2, 2014 at 5:30 p.m.
14-13 GRAYBILL PROPERTIES – 15 1 BOSTON POST ROAD – RELOCATION OF EXISTING COMMERCIAL USE TO A NEW BUILDING LOCATED ON SAME PREMISES
Chairman DiCamillo stated the commission would be receiving the application this evening for the All Pro Automotive Site. He further noted the applicant would be making a full presentation at the July 22, 2014 meeting. He noted that Tom Metcalf, Consulting Engineer would attend the July meeting. He explained that at that time, the commission would determine if a public hearing would be held in August as well as schedule a time to visit the site. Groves also noted the applicant has not yet submitted stamped engineered plans to the Health Department to begin their review process. She also noted once the plans are reviewed at the town level they will still need to be submitted to the State for their review and approval.

14-14 ROBERT & TONI JUDGE – 27 & 31 ROGERS LAKE TRAIL – MODIFICATION TO EXISTING PERMIT FOR A PROPOSED OUTSIDE GENERATOR AND NEW EXTERIOR DECK DIMENSIONS.
Michael Harkin, Harkin Engineering was present to discuss the proposed modifications to the existing permit that was granted by the IWWC in 2012. Harkin explained the modifications include the installation of a 4 x 5 generator pad as well as the enlargement of the existing deck on piers with 4 x 4 posts. Harkin noted the work currently being done, which includes replacing the rock wall adjacent to the lakes edge, is much closer than the modifications proposed. Harkin also noted that 98 percent of the property is within the upland review area. Harkin delineated on the site plan the exact location of the modifications.
The commission agreed to set a site walk for Wednesday, July 2, 2014 at 5:45 p.m.
14-15 TOWN OF OLD LYME – LIBRARY LANE – ADDING A NEW HEADWALL & GRANITE STONE ADJACENT TO TIDAL WATERS
Dave McCulloch reported he visited the site with Ed Adanti, Director of Public Works. McCulloch explained the proposed work which includes extending the bridge with concrete with granite on the top to match the existing granite. He stated the area for the proposed improvements is tidal wetlands therefore does not fall under the jurisdiction of this commission. The commission concurred. Therefore no action is required.
14-16 MARY ELIZABETH CHADWICK – 31 LIBRARY LANE – REPLACING DAMAGED EXISTING DRAIN PIPE BENEATH “RIGHT OF WAY”.
DiCamillo noted that several of the commission members had walked the site previously. Bechtel read the application into the record which stated “replace existing drain with two twelve inch corrugated pipes and fill in with existing large boulders and new 4” to 5” rip-rap process. A small excavator will be used and the estimated cost is $1,200 and would like to start as soon as possible”. Bechtel stated it is indicated as a repair.
The commission set a site walk for Wednesday, July 2, 2014 at 6:15 p.m.
Kolber expressed concerns about the documentation submitted as part of the application. He asked if this application dealt with run-off and if the paperwork received with the application delineated the location of the wetlands and asked if it was sufficient enough for the commission to make a determination. DiCamillo stated he would request further information after the commission visited the site.

14-11 CAROL WINTERS – 12-1 WHIPPOORWILL ROAD – MAINTENANCE GRADING AND TOP DRESSING OF EXISTING DRIVEWAY
DiCamillo stated this application was a result of work done prior to receiving a permit. DiCamillo noted the commission walked the site. DiCamillo stated there were several items the commission requested as a result of the site visit. He further stated that Keith Rosenfeld, Land Use Coordinator, inspected the property. Rosenfeld sent a letter to the commission indicating that all of the outstanding issues had been completed. DiCamillo stated he also visited the site and concurred that all the work had been completed but noted that the silt fence had not been properly installed. He noted a portion of the silt fence had blown down and a quarter of it was above the ground. DiCamillo stated he would like to see the silt fence installed property and in place until the Fall when everything
starts to grow and take hold to help with the erosion issue.
Groves will email the property owner the diagram showing the proper installation of the silt fence. DiCamillo stated he will also have Rosenfeld inspect the site after the fence is properly installed.
Ms. Winters asked if she would be able to put the millings down. Bechtel stated there was never any concern about the roadway itself so she felt that it would be fine once the fence is installed correctly. Winters also asked if she could start planting her pachysandra down towards the water. Moran stated he felt it would build a root system that spreads quickly and will bond the whole ground together. Bechtel stated she also felt it holds the soil well, it’s not mowed and the critters love it.
Janet Bechtel made a motion to approve the application of Carol Winter at 12-1 Whipporwill Road with the condition that the silt fence be properly installed and be left in place until October 21, 2014 and the applicant inform the commission when the silt fence is properly installed. Mike Moran seconded the motion. The motion passed unanimously.

The commission agreed to implement the checklist with each new application.
15-1 & 15-2 TANTUMMAHEAG ROAD
Griswold stated that a neighbor had reported work being done on this property along the roadway in close proximity to the wetland. Groves reported that there have been several permits issued for work at the site but was unclear as to whether the work being discussed was shown on a plan. The commission requested that Keith Rosenfeld visit the site.
The meeting adjourned at 8:20 p.m.
