DRAFT MINUTES
THE INLAND WETLANDS AND WATERCOURSE COMMISSION
SITE WALK MEETING
SATURDAY, MARCH 29, 2014
- Call to Order: Present were members Skip DiCamillo, Tim Rollins, Dave McCulloch, Janet Bechtel, Stanley Kolber, Evan Griswold, and Ann Brown, agent.
- 8:30 a.m. – 14-4 – Kenneth Stone – 17 Sill Lane – Complete requirements of Permit 11-20 and to remove hazardous trees and limbs: The trees which are proposed to be removed were marked. The applicant proposed to scarify the area west of the house where the plantings were made by the developer, and the area on the west side of the
intermittent brook, and the area around the new shed; those areas will be planted with wildlife conservation mix. The applicant suggested that he would like to add some topsoil and wildlife conservation mix to the areas near the brook which have bare roots showing. Proper method to remove and eradicate invasive plants was discussed. The applicant will attend the next IWWC meeting.
- 9:00 a.m. – 14-5 – Donna Szymczyk – 14 Sunset Drive – Erect a 21 x 21 carport. Commission members observed the location of the proposed carport and the constraints for moving the proposed structure farther from the bank of the brook. A planted, natural buffer area along the bank was suggested to help mitigate potential impacts from the proposed carport. The applicant will attend the next IWWC meeting.
- 9:15 a.m. – 14-6 – Betsy P. Grant – 9 Lake Drive – Construction of 2 car garage. The commission observed the location of the proposed garage and the constraints of moving the building to another location on the property. It appears likely that a large oak tree will have to be removed to make room for the garage. The engineer did not know if the garage could be built on a slab without deep frost wall footings, but he will find out as this might prevent substantial damage to the roots of the tree so that the tree would not have to be removed. The applicant will attend the next IWWC meeting.
- 9:45 a.m. – 14-7 – Michael & Lori Kolar – 3 Windward Lane – Removal of tree and wetland remediation. The commission observed where the machines had driven through the upland review area to access the house site. The owner of the property had decided to leave the tree stumps rather than to dig them out. The machinery had been removed from the area of the house and from the areas near the wetlands. The commission consensus was that no further activity should take place in the review area and that no mitigation was needed because the area is quite flat and the surface will better repair itself naturally without any further human intervention. The applicant
will attend the next IWWC meeting.
