OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
REGULAR MEETING
OCTOBER 28, 2018
PRESENT WERE: Tom Machnik, Evan Griswold, Gary Gregory, Bob DePianta, and Bill McNeil.
Vice Chair Tom Machnik called the meeting to order at 7:00 p.m.
MINUTES OF REGULAR MEETING DATED SEPTEMBER 25, 2018
Bob DePianta made a motion to approve the Regular Meeting Minutes dated September 25, 2018. Bill McNeil seconded the motion. The motion passed unanimously.
MINUTES OF SITE WALK MEETING DATED OCTOBER 15, 2018
This item was tabled until the November meeting.
NEW BUSINESS
18-08 – Thomas J. Degnan – 8-1 Whippletree Lane, Single Family Home and driveway within the 100’ wetlands review area
Thomas Degnan stated his proposal was to construct a single family home and driveway on approximately 6 + acres located on Whippletree Lane which was part of the Risley 4 Lot Subdivision. He stated the house itself is outside of the buffer but noted there will some patio and deck work that will be a bit closer. The commission reviewed the maps that were provided with the application. He further stated the driveway construction encroaches into the 100’ buffer. He
stated the driveway is essentially built but there are some improvements and modifications that need to be done that are relatively minor. The applicant also provided drawings of the culvert located at the entrance of the driveway.
The commission agreed to set a Site Walk for Tuesday, October 30th, 2018 at 5:00 p.m.
18-06 – REGIONAL DISTRICT #18 – LYME/OLD LYME PUBLIC SCHOOLS – 69-2 LYME STREET – PROJECT IS INTENDED TO UTILIZE SURFACE WATER FROM THE POND ON SITE, WHICH IS ON THE DUCK RIVER, FOR LANDSCAPE IRRIGATION
John Rhodes, Director of Facilities and Technology was present to discuss the revisions with the commission based on comments at the September meeting. Mr. Rhodes reviewed the revised plans with the commission. Mr. Rhodes provided the commission with a schematic that shows the limiting of pumping to be 6.5 feet mean sea water level. He also reviewed the notes that had been updated on the drawing which include the pump shut off indicator and the float indicator as well as the addition of a sub panel to the irrigation system which will allow the monitoring of the gallons removed as well as send out alerts if necessary. Bob DePianta asked if it was possible to have weekly reports sent to the commission. Rhodes stated there is no automated
way to do that and there is no staff to manual do that. DePianta asked if access would be granted to commission members to review. Rhodes stated that would not be a problem. Griswold stated that the beaver activity could change which may or may not impact the pond. Rhodes stated there is a cinderblock dam but noted he has seen variations in the flow over the years but noted this is the least expensive way to keep the athletic fields going without going to extraordinary measures.
Tom Machnik asked if the actual installation of the trench and pump house was included as part of this application.
Mr. Rhodes stated that it was intended to be part of this application and proper soil and erosion measures would be taken. He noted the silt fence was not shown on the plan. He stated the project was intended to completed during a week.
Bill McNeil made a motion to approve the application with the following conditions:
- Set a minimum level for shut off to avoid the pond shrinking.
- Update the plans regarding the equipment.
- Establish an agreement has been reached with Mr. Kerr.
- Proper erosion controls are required during the time of construction.
- The contractor notifies the Wetland Enforcement Officer prior to construction.
Gary Gregory seconded the motion. The motion passed unanimously.
18-07 – FLORENCE GRISWOLD MUSEUM – 96 LYME STREET – THE CREATION OF AN ARTIST TRAIL WITH BENCHES AND NATIVE PLANTINGS
Roger Nemergut, PE of Nemergut Consulting provided the commission with a copy of a landscaping plan that they had requested at their September meeting.
Nemergut reviewed the proposed walking trail and its location with the commission. He noted the trail was to be constructed at grade and approximately 4 ft. wide with a stone surface. Nemergut stated some trees may need to be removed during construction and will be supplemented with other trees. Griswold asked when the pines are removed with they be stumped or ground. Nemergut stated it would be less disturbance to grind them. The commission discussed other options and it was agreed the best option was to grind the stumps.
Evan Griswold made a motion to approve the application with the condition that the stumps be ground. Bob DePianta seconded the motion. The motion passed unanimously.
