OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SITE WALK
TUESDAY, FEBRUARY 6TH @ 4.30 PM


PRESENT WERE:  Commissioners, Tom Machnik, Rachel Gaudio, Evan Griswold, Christian Tompkins and WEO Keith Rosenfeld.  The meeting was called to order at 4:30 PM.

1.      18-01 – 36 Flagler Avenue – Fill the existing lot for future building.  Applicant: Luigi    DeBernardo
The Commissioners gathered at the property with the WEO and the applicant’s engineers.  They first reviewed the plans at the start of the site walk, orienting themselves to the property lines, the location of the regulated area and the location of the proposed location where the material would be added to the residential property.  Here, the soil scientist explained the history of the site and how it relates to the soils existing currently on the property.  All work is anticipated to occur only within the 100 foot upland review area.

The engineers discussed how the proposal is to add earth material to the lot and construct a new one house within 100 feet of the identified watercourse.  Erosion controls would lessen the impact of the construction and water would sheet flow off the site with a pair of proposed swales which would carry storm water over the land into the brook.  It was explained how only enough fill would be added to allow the house to be built above the FEMA flood zone.  

Next, the group walked along the watercourse located at the rear of the property.  It was explained that no work is proposed for the established “natural buffer” and a discussion ensued on whether the applicants would be willing to reestablish and maintain the natural buffer.  This could act as an additional method to limit any negative impact caused by either the fill and/or the new house.  

No other questions were heard and no other discussion took place.
