OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SITE WALK
Tuesday, October 10, 2017 @ 5:30 P.M.
PRESENT WERE: Commissioners Skip DiCamillo, Tom Machnik, Rachel Gaudio, Bob DePianta and WEO Keith Rosenfeld. The meeting was called to order at 5:30 PM.
1. 17-10 – Robert Pfanner – 224 Shore Road – Construct a 40 x 60 garage.
The group gathered at the property with the applicant, the WEO, Robert Pfanner PE and Ian Cole, the applicant’s engineer and soil scientist. They first reviewed the plans at the start of the site walk, orienting themselves to the property lines, the location of the regulated area and the location of the wells located on the adjacent Water Company property.
First, the group walked along the intermittent watercourse on the easterly side of the property. It was explained how the watercourse normally ran dry, connecting a large wetland to the north to one just slightly south. It is here where a bio swale would run along its edge, mitigating any of the run-offs from the remaining part of the property. It was explained that the swale, laden with a wetlands seed mix and associated check dam would be installed to promote water quality and infiltration.
The group also examined where the 8 foot stockade fence would be installed and the building would be located. Parking would be behind the fence and new landscaping would be installed at the periphery of the parcel, limiting additional nuisances and impacts from leaving the site.
No other discussion took place.
2. 17-9 – Carol Mitchell – 64 Columbus Avenue – Lift the house 4’ to create FEMA compliant foundation. Renovate existing house in same location
At this point, Gary Gregory joined the site walk. The group gathered at the property without either the applicant or his/her representative present. The group examined the area where the house would be lifted to create the FEMA compliant foundation and the location of the watercourse at the edge of the small grassy small backyard. The group found the property was fairly flat and with the proper amount of erosion and sedimentation controls, it was informally agreed between the members that none to minimal impacts to the watercourse could be expected from the proposal. No other discussion took place.
The meeting adjourned at 6:10 PM.
