OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING
MAY 30TH, 2017
PRESENT WERE: Skip DiCamillo, Rachel Gaudio, Evan Griswold, Tom Machnik, and Christian Tompkins.
Absent were: Victoria Fallon and Keith Rosenfeld.
MINUTES OF REGULAR MEETING DATED MARCH 28, 2017
Evan Griswold made a motion to approve the Regular Meeting Minutes dated March 28, 2017. Tom Machnik seconded the motion. The motion passed unanimously.
MINUTES OF SITE WALK MEETING DATED APRIL 16, 2017
Tom Machnik made a motion to approve the Site Walk Meeting Minutes dated April 16, 2017. Rachel Gaudio seconded the motion. The motion passed unanimously.
MINUTES OF REGULAR MEETING DATED APRIL 25, 2017
Tom Machnik made a motion approve the Regular Meeting Minutes dated April 25, 2017. Rachel Gaudio seconded the motion. The motion passed unanimously.
MINUTES OF SITE WALK MEETING DATED MAY 4, 2017
Rachel Gaudio made a motion to approve the Site Walk Meeting Minutes dated May 4, 2017. Evan Griswold seconded the motion. The motion passed unanimously.
NEW BUSINESS
17-CDP ENERGY – 85 HALLS ROAD – RENOVATION OF EXISTING COVENIENCE STORE AND MINOR RECONFIGURATION OF PARKING LOT.
Evan Griswold made a motion and Tom Machnik seconded the motion to extend the existing Inland Wetlands Permit for two years until December 2019.
OLD BUSINESS
17-1 SANDY SPENCER/BILL MCNEIL – 30 WHIPPOORWILL ROAD – REMOVING MATERIALS TO LEVEL BACKYARD FOR SAFETY AND CORRECT EROSION INTO THE BASEMENT
Bill McNeil submitted a letter dated May 30th, 2017 granting the commission a 35 day extension to render a decision. Mr. McNeil requested the additional time to seek counsel for his proposed application.
17-2 INNA MASCO – 178-5 BOSTON POST ROAD – ADDINGA 24 X 24 WOOD TERRACE 1 FOOT OR LESS IN HEIGHT.
Skip DiCamillo noted the commission had visited the site. The question was raised regarding the pressure treated wood that would be used to construct the deck. It was reported that arsenic has not been used as component in residential uses for over 10 years.
Tom Machnik made a motion to approve the Inland Wetlands Application 17-2 for regulated activities within a hundred foot of the upland review area proposed by Inna Masco at 178-5 Boston Post Road be approved provided that a 5 foot natural buffer is established between the proposed terrace and the shoreline native plants, weeds and grasses with limited mowing at the edge of the lake in order to let the buffer develop naturally. Christian Tompkins seconded the motion. The motion passed unanimously.
17-3 PETER & MILDRED CARON – 442-1 SHORE ROAD – 2 LOT SUBDIVISION – NO ACTIVITY WITHIN THE REGULATED AREA. REQUEST FOR FINDING OF NO JURISDICITON.
Skip DiCamillo noted the commission had visited the site.
Evan Griswold made a motion to issue a finding of no jurisdiction. Rachel Gaudio seconded the motion. The motion passed unanimously.
17-4 JOHN & DARYL HORNBY – 7 MILL POND LANE – BUILDING ADDITION, LANDSCAPING, RECONFIGURATION OF POOL AND PATIO.
Seamus Moran, PE with Indigo Land Design presented the proposal on behalf of the applicants, John and Daryl Hornby. He noted the commission had visited the site. He provided the commission with revised plans showing the minor revisions. Moran stated they are raising the patio slightly to get the runoff to come around the patio rather than directly over it so that grading has been added to the plan. He noted it is currently a 4 bedroom year round home with a front walkway, 18 x 33 in ground pool on the south side and a wood deck to the rear. He stated the proposal includes replacing the pool with a much smaller saltwater pool approximately 8 x 16. He also noted the deck in the rear of the house will be removed and replaced with an addition. He noted the deck was 44 ft. from
the wetland and the addition is 45 ft.
Commission Member Gary Gregory arrived at 7:20 p.m.
David Duncan of Needham Duncan Architecture, LLC was present to review the structural plans with the commission.
Tom Machnik made a motion that the Inland Wetlands Application 17-4 be approved for regulated activities proposed within a hundred foot upland review area by John and Daryl Hornby provided that a 10 ft. natural buffer is established between the proposed sunroom/walkway in the rear of the house and a gravel splash strip be installed in front of the sunroom. Rachel Gaudio seconded the motion. The motion passed unanimously.
