A quorum being present, Chairman Joanne DiCamillo called the meeting to order at 4:10 P.M.
REPORTS
Clerk’s Report – The minutes of the 3/15/12 meeting were reviewed.
MOTION: Gerry Foster moved, seconded by Anne Bing, to accept the March minutes as presented. All present voted in favor, motion carried.
Transfer of the commission’s meeting minutes – 2001 to 2007
Joanne DiCamillo has given copies of the minutes from 2001 to 2007 to Martha Hansen to scan and save to a flash drive. They will be ready in May.
BUDGET REPORT
Balance - Mrs. DiCamillo reported that as of 4/9/12, the balance in the General Fund (Tree Commission and Public Works) was $10,614.08. The Board of Finance has approved the FY2012/2013 budget in the amount of $11,010.
NEW BUSINESS
Big Y Community Volunteers - clean up of planting beds @ Town Hall
The Big Y Community Volunteers will be weeding the planting beds at Town Hall on Saturday, May 19. They will be supervised by First Selectwoman Bonnie Reemsnyder, Mrs. DiCamillo and volunteers from the tree commission. Public Works will apply the mulch. The Lion’s Club “Leos”, high school volunteers, will help at a later time.
OLD BUSINESS ~
Care of Trees – revised proposal for treatment of elm trees
Care of Trees will charge $531 to treat the 5 remaining elm trees (on Lyme Street, Sill Lane, & McCurdy Road) to prevent Dutch Elm Disease.
Iselin Tree – Saunders Hollow Road & Town Hall tree trimming/removals
Iselin Tree Co. will be removing more trees that are in decline on Saunders Hollow Road, and a large maple tree on the corner of Academy Lane and Lieutenant River Lane. The trees at Town Hall and the linden tree on the south green have been trimmed. One of the large leaders, showing exit holes from the bronze birch borer, was removed from the white birch clump in front of Town Hall.

Planting is postponed due to a prolonged period without rain. White dogwoods are being considered for planting in the fall.
CL&P & DOT statewide enhanced trimming
Susan Stotts, of CL& P, discussed CL&P’s plan to harden the state’s electrical infrastructure to prevent/reduce outages in future storms. They will be targeting circuits with a history of poor reliability and have increased their trimming budget from $20,000 to $40,000 per mile. In the event of a catastrophic storm CL&P will assign a special liaison for each town.
The enhanced trimming scheduled last year for Binney Road, River Road, Sill Lane, and Mill Pond Lane will be completed this year. The schedule was interrupted by storms (Irene & the October snow storm). Ms. Stotts handed out a Risk Tree Tally Sheet showing the trees evaluated by CL&P for trimming in those areas.
No additional trimming is planned for Old Lyme this year.

ANY OTHER BUSINESS
Rino Vitali, 23 Heflon Farm Road: Mr. Vitali would like to have the town remove a London plane tree on the town right of way in the front of his house. The tree is healthy, but he feels that it is threatening his porch, and could fall on it during a storm. He has tried contacting the Tree Warden, but has not had a response. Mrs. DiCamillo will contact the Tree Warden, who must approve the removal of any tree on a town right of way. The Tree Warden does not generally approve the removal of a healthy town tree.
2012 list of young trees – members weed & mulch
The mulching should be done by Memorial Day. Mrs. DiCamillo purchased 10 bags of mulch from Old Lyme Landscape. The bags are available at her house for members to pick up.
