ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF NOVEMBER 9, 2016


A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 PM on November 9th.  The following members were present: Richard Smith, Dennis Overfield, Robert Recor, Tom Mondelci. Four local attendees were also present.  The minutes were typed by Nicole Krol.
The meeting of the Rogers Lake Authority was called to order at 7:31pm by Dick Smith
A motion to approve the minutes from the September meeting with corrections was made by Dennis Overfield, Robert second. The vote was unanimously approved.

Dick went over the budget worksheet for 2016/2017. Items the board would like to add to the 2016/2017 budget are as follows:
  • Increased amount of time the lake is patrolled.
  • Rent a dock to keep the RLA patrol boat for the season.
  • Purchase mats to use in the lake to help control the weeds.
  • Additional buoys for lake use.
Dick will email the board the final budget outline to vote on before sending it into the town.

New Business

The Old Lyme Conservation Commission sent a questionnaire to the RLA asking for an assessment of the herbicide treatment. Robert thought it would be best to leave the questioner to the Select Women or NEE.  The board went over each question and answered using observations made throughout the season. Dick will send the questionnaire back to the town.
Dennis submitted a post to the Old Lyme Events Magazine looking for patrol boat operators for the summer of 2017. There are specific requirements listed for this position below.
  • Qualifications of the RLA patrol boat operator:
  • Must have safe boating and PWC course certificates.
  • Must have training by an RLA designated member.
  • Minimum age 21
  • The RLA Patrol Boat Operator promotes the safety of people utilizing the lake. This includes:
  • Monitoring the safe operation of vessels on the lake.
  • Informing vessel operators of the Rogers Lake rules and regulations.
  • Providing assistance to vessels or swimmers as needed.

All applicants interested should email Dick Smith at rogerslake2@comcast.net. The post also included information on lake drainage and how to report unsafe activity occurring on the lake.

Tom would like an ordinance or rules in writing pertaining to mooring and buoy use. Tom would also like to recommend this to the town of Lyme and Old Lyme. Dick will look into requirements of buoys and moorings and the board will discuss further.
Questions asked:
Is there a new application needed for the herbicide treatment in the spring? Is a new quote necessary for the next treatment?
Is everything in place for the application of herbicide in the spring?
The RLA board will check in with the town and take the necessary steps to move forward with the next herbicide treatment.
Question was asked about other grants available to the RLA, Dick did receive notification there are no other grants available at this time.
Dennis made a motion not hold a December meeting, Tom second, motion passed unanimously. The next RLA meeting will be held in January 2017.

Motion to adjourn was made by Tom and Dennis 2nd, motion passed by unanimous vote. The meeting ended at 8:54 PM.
