ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF OCTOBER 12, 2016


A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 PM on October 12th.  The following members were present: Richard Smith, Dennis Overfield, Robert Recor, Mike Sicord, Tom Mondelci and Tom Baehr. Seven local attendees were also present.  The minutes were typed by Nicole Krol.
The meeting of the Rogers Lake Authority was called to order at 7:32pm by Dick Smith
A motion to approve the minutes from the August meeting was made by Tom Mendelci, Robert second. The vote was unanimously approved.
Lake Patrol

Mike Sicord gave a report on lake patrol: The season concluded 2 weeks after Labor Day, the RLA boat will be taken out this weekend.
This year has been a transition year with the way incidents have been reported. Incident and infraction reports have been made on a regular basis. Tickets were given out to boaters and jet skiers. DEEP and the police were very responsive to the reports being made. Police officers worked on the boat with Mike a few times.  Jet skis have been the main concern this past season, many of the riders and passengers are not abiding by the lake rules.  Some of the concerns include: riding to close to shore, speeding in no wake zones, and passengers riding in the front instead of the back of the jet ski.  The RLA is not on the lake 10hr a day so it is difficult to monitor at all times. Increasing the hours the authority is on the lake will help improve the safety of boaters and swimmers.
Note: There is a boat with twin engines on the lake. The owner was told by Jennifer he was not able to launch his boat because of its size, he boat is over the rated horse power allowed on the lake. The owner has been persistent with keeping the boat in the lake.

Weeds

The weed application worked well where the treatment was applied, there are other areas that are still quite thick. The 3 year plan includes 3 separate applications, each in the spring. The next application will be spring of 2017.  The board would like to make sure the applications are being applied in the correct places, concern was expressed not all of the spots were covered correctly.  A member of the RLA board would like to be present on the boat during the next application.
The new grant application will need to be sent in soon. Tom Baehr would like to ask for mats and take other recommended steps to keep the weeds at bay. Tom would also like a budget meeting to discuss where additions should be made to the current budget concerning the lake weeds.  Dennis mentioned there were no algae blooms he thought it may be due to the application.
An attendee had a few points to make about the weeds in the lake: Being familiar with the native plants as well as the invasive plants will help in determining when there may be a problem or make a report of

their existence.  There was discussion about Carp fish, there are some lakes who use them to eat all of the plants.
Hains Park

The construction on the new boat house has begun.
Budget

The November meeting will be a working meeting to build the budget. Attendees are welcome at the meeting to give their input.
Old Business

Tom Mendelci found the name on the permit for buoys located next to ROW13 belongs to both the Johnson’s. They are in court about the removal of the buoys.
To install buoys in the lake one needs a permit. An application needs to be filled out and filed at the appropriate town hall.
Tom made a motion to go ahead with a draw down on the lake, this is done every leap year. Dennis 2nd motion was passed by unanimously vote.
Dennis and an attendee gave information from the CT Federation of Lakes forum he attended on 9/17/2016. They thought it useful to hear from others on the issues and solutions concerning lake health.
New Business

Dick Smith is stepping down as President, he would like someone to take his position.


Motion to adjourn was made by Dennis and 2nd by Mike motion passed be unanimous vote. The meeting ended at 8:46PM.
