ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JULY 13, 2016

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on July 13th.~ The following members were present:  Richard Smith, Dennis Overfield,  Robert Recor,  and Tom Baehr.  Devon Carney and several local attendees were also present. The Minutes were typed from a recording by secretary to the RLA board, Elizabeth Sunshine.
The meeting of the Rogers Lake Authority was called to order at 7:30 by Pres. Dick Smith

Enforcement – Dick called in a complaint to the number on the “Report Boating Violations Sheet” and found out that they will only enforce a state regulations.  They will follow up on any state violations however, they will not help to enforce local ordinances. We will need to work with our local police department for local ordinance enforcement.

Launch:~ No issues to speak of, other than I’ve instructed the girls to really check all jetski’s coming in for horsepower…~ I’m getting tired of chasing them around in the boat and having them removed for being over horsepower…

Boat Patrol:~ We have to date documented approx.. 15 different reports of violations from failure to grant right of way, not going counter clockwise, violating the 10:00a.m speed ordinance, reckless driving of a boat ( we had a boat purposely trying to swamp a crew boat)…~ the police were called by me ~and the hull # and description was given to the State Police , who called him and reprimanded ( Gary Ingles, OL Resident Trooper) has been very responsive for me……~ I am unaware if any fines were placed… Handing the violators a duplicate copy gets mixed reviews as I find the duplicate in the water shortly after handing it to someone…~~ Overall, I feel this method works to some extent, but, still needs some tweaking. .I.E.~~ staying organized in the boat with paperwork, clipboards, etc…
I have handed out several violation report forms for residents to participate in reporting violations….All were very receptive and willing to do their part..
We have had numerous questions about the status of the herbicide treatment..~ responded with the basic information as we know it, ~up to date..
We have had steady working hours as there has been little to know rain days, ..

Dredging -  Tom B. invited Devon Carney to join the meeting and asked him for direction and ideas for organizing ourselves and finding funding for dredging given that recent funding that had been awarded for the dredging of Black Hall.  Tom stated that there are areas of the lake that are rather shallow and cause a safety issue as well as a weed issue in the use of these areas especially when the lake water is low.  Tom acknowledged the long process that dredging entails but sees it as a long term solution to combat weeds and safety issues of shallow areas in the lake.  Mr. Carney, spoke about a program offered by DEEP called the “The Lakes Grant Program” Unfortunately, this programs funding was cut by one billion dollars, but he recommended checking into it to see if there is any funding available.  The program looks for 25% matching funds for studies and 50% for implementation. Mr. Carney suggested that we contact to Charles Lee to find out more about applying for funds for starting the process of dredging. In addition, if we request it the DEEP will notify us whenever funds become available for dredging.  Tom B. will look into next steps to find out what is necessary to get a dredging project going. Mr. Carney suggested we also look into the Federal Clean Water Act which may also have some funding.
        

Weeds – Application began July 5th.  The weeds are dying!! It appears that the weeds are brown and dying.  Roger noted that the treatment is a granular contact herbicide which works by killing the plant at the root.  The weeds should lose rigidity and sink to the bottom of the lake and decompose. The weeds should not be raked out of the lake unless the weeds wash up on shore.  Fanwort and Milfoil require time to translocate and will also reproduce by fragmentation.  There are many plants that were not in the treatment area if chopped up by props will continue to reproduce. Regarding the treated area, as the target plants decompose often the decomposition will feed algae that will temporarily reduce water clarity this is more common with treatments performed in later in the season such as ours.

Notices -. For future application dates the RLA discussed closing the lake entirely to all activity on the day of application to avoid any use by uninformed people or potential accidental ingestion of water in a case of a crew boat or kayak turning over.

Old Business – Dennis mentioned if you have one of the benthic mats which came with a float you need to get a permit in order to use the floats. In addition, if you have any moorings they are regulated by the town and should also be permitted.

CPR course
Reminder that the RLA will be offering basic CPR course at 9:00 am on July 23.  The cost of the class is $40.00 this would include the certificate of completion. The course will be held at the Lymes Youth Service Bureau. The American Heart Association CPR certificate class is 2 hours long. Anyone interested can register for the class with Robert Recor please call (860) 434-1795

Motion to adjourn was made by Dennis and 2nd by Tom motion was passed by unanimous vote.
