ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JUNE 8, 2016

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on June 8th.~ The following members were present:  Richard Smith, Dennis Overfield, Robert Recor, Mike Sicord and Tom Baehr.  Also in attendance was Elizabeth Sunshine, Secretary to the board. Eleven local attendees were also present.
The meeting of the Rogers Lake Authority was called to order at 7:33 by Pres. Dick Smith
A motion to approve the minutes from the May meeting was made.  Dennis made the motion, Robert seconded. The vote was unanimously approved

Lake Patrol
Mike S. went over the job description for the part time seasonal positions as boat patrolman and lake monitor.

Mike said that for continued police patrol into the future we need to put into our budget request for the next fiscal year a line item that there be 6 visits of 4 hours per visit for a total of 24 hours  at $125 p/h hour

Cumulative minor infractions will be documented and kept in a log on the patrol boat any major infractions will be sent directly to DEEP for action.

There were several complaints from the lake residents regarding crew.  They included noise levels and recognition who has of rights of way. A note was made that the docs at Haines Park are for all residence use and the parking lot is for use with permit.

Mike made duplicate forms of the “reporting boat violation form” he passed them out to everyone at the meeting. They are also on the patrol boat.  

These forms are available to all individuals on the town website. We are asking for your assistance in reporting unsafe activity occurring on Rogers Lake anytime of the year.  To report any un-safe activities, please use the form that is available on the Rogers Lake Authority Website
        
Tournaments – Dick spoke to the organizers of the tournament about boats speeding before the 10am He was letting fishing boats know that they will not be welcome back if they continue to speed before 10am

Weeds –  Mike reported that he had spoken with Bonnie Reemsnyder earlier in the day and found out that the permits are in and the application is done. Bonnie got a 0elizabeth sunshine0letter today stating that they will be starting the application of herbicide as soon as possible within the next 3 weeks. The town has selected a contractor to do the first application.  There will be one application each year for at least 3 years. After 3 years they will assess to see if the continued application is necessary and at what levels are needed to maintain control.

Dam regulation  -. One resident complained that the dam is being mis managed to appease a person down stream. He felt that the dam should be managed by someone on the Rogers Lake authority who will be able to maintain and adjust the opening and closing of the dam to benefit all residents who use the lake.  

The current standard is if the lake gets more than 3 inches over the top then it will be opened.

Old Stagecoach Road - there is a rumor that a resident on the watershed at the end of Old Stagecoach Road is planning to get a herd of sheep or goats which may affect the watershed.


CPR course
The RLA will be offering basic CPR course and is trying to set up a class at 9:30 am on July 23.  The cost of the class is $40.00 this would include the certificate of completion.  The American Heart Association CPR certificate class is 2 hours long. Dick will check on availability for the clubhouse and create advertisement for the class.  Anyone interested can register for the class with Robert Recor please call (860) 434-1795 you must sign up by July 16 for the July 23rd class.   

Motion to adjourn was made by Mike and 2nd by Tom motion was passed by unanimous vote.

The meeting ended at 8:43pm
