ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF MAY 11, 2016


A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on May 11th.~ The following members were present:  Richard Smith, Dennis Overfield,  Robert Recor, Mike Sicord and Tom Baehr.  Also in attendance was Elizabeth Sunshine, Secretary to the board. Five local attendees were also present.
The meeting of the Rogers Lake Authority was called to order at 7:34 by Pres. Dick Smith
A motion to approve the minutes from the April meeting was made.  Dennis made the motion, Robert seconded. The vote was unanimously approved

Lake Patrol
Mike S. went over a draft of the duties and responsibilities of a job description of a lake patrol officer. The draft list of expectations and certification for the job are attached.

In addition, Mike made copies of “reporting boat violation form’ to keep on file in the patrol boat. Dick is looking into making the form in a duplicate form such that one copy could be given to the boat owner and a second to be reported to DEEP and kept on file in the patrol boat.

These forms are available to all individuals on the town website because the RLA deploys a patrol boat on the lake for only about 30 hours a week during the summer months to promote safe activities on the lake.  We are asking for your assistance in reporting unsafe activity occurring on Rogers Lake anytime of the year.  To report any un-safe activities, please use the form that is available on the Rogers Lake Authority Website

Boaters License Class
The boater’s course was held on Sat 23rd there was approximately 20 attendees and was very well received.

Weeds –   We are currently waiting for a response from the DEEP for permits in order to move forward with approved treatment plan.

Hains Park  -. Looking to break ground on new construction in the late summer.

Budget -  The Old Lyme budget has been approved and the Lyme budget is set for review on May 19th

Old Business
Tom B. has been in communication with Devon Carney with regarding to learning more about the grants that were acquired to dredge two areas of Old Lyme in the Black Hall and Four mile River  which was funded fully by a 1.6 Million grant. We are looking to get information and seeking guidance in direction to follow to acquire additional funding for dredging some areas of Rogers Lake.


New Business
CPR course
The RLA is considering offering a basic CPR course and looking into dates and costs.

Motion to adjourn was made by Robert and 2nd by Mike motion was passed by unanimous vote.

Expectations of a Lake Patrolman
Part-time Seasonal Position

The RLA Patrolman is a seasonal, part time sub-contractor for the Rogers Lake Authority, not a State of Connecticut or DEEP employee. The appointment as a RLA Patrolman is seasonal and paid by the Towns of Lyme and Old Lyme. Re-appointment will be based on performance and also on the needs of the Authority.

There is a chain of command structure that extends up into the towns of Lyme and Old Lyme as well as the DEEP and it is strictly enforced.

The work load will be scheduled in advance and will be weather dependent, beginning on Memorial Day and ending around Labor Day.

The Patrolman’s availability to patrol will be mostly weekday evenings for a couple of hours and on weekends for approximately 10 hours a day, normally not to exceed 30 hours a week.

The Patrolman may be asked to attend Rogers Lake Authority meetings to report any conduct associated with the lake.

It is mandated that the Patrolman will have basic certifications in: A) First Aid, B) CPR. The RLA can assist in finding a course to take. Payment for the course is the responsibility of the sub-contractor. The Patrolman must have a safe boating and PWC Course Certification and carry certification card while working.

The scope of the patrolman’s authority is limited to informing boaters to follow the boating laws of the State of Connecticut as well as the local ordinances of the RLA pertaining to the lake.

Although some equipment will be issued to you (Shirts, hat, clipboard, paperwork). You will be required to provide some of your own equipment (shoes, belt). Any equipment issued to you will have to be returned at the conclusion of your employment in the same condition as they were issued. If you are planning on working the following year, you may hold on to the uniform. You will have use of the RLA Patrol boat during working hours.

There will be many shifts that patrols will be accompanied by state and/or local police or a DEEP Officer.

It is our desire to foster a safe boating environment on Rogers Lake. We can insure this happens through our positive interactions with recreational boaters on the lake, promoting education, providing assistance and strongly enforcing the rules of the lake.

*I have been made aware of the above facts, responsibilities and expectations of a Lake Patrol officer and I am obligated to adhere to these procedures at all times.
