ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF APRIL 13, 2016

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on April 13th.~ The following members were present:  Richard Smith, Dennis Overfield,  Robert Recor, Mike Sicord.  Also in attendance was Elizabeth Sunshine, Secretary to the board was also present and 6 local attendees.

The meeting of the Rogers Lake Authority was called to order at 7:35 by Pres. Dick Smith
A motion to approve the minutes from the last meeting was made.  Dennis made the motion, Mike seconded. The vote was unanimously approved

Guest Speaker –
Mr. Greg Hack spoke of the times of the rower’s use of the lake by the different groups of rowers.

Summary of Rogers Lake Summer Rowing Activities, 2016


  • Blood Street Sculls Junior Rowing ,  June 20 – August 5 (7 weeks).  Practice times 6 am – 8 am.  This will be the busiest time, with approximately 50 juniors rowing.  All coaches have been instructed to be courteous and quiet on the water, per our “Row Fast, Row Quietly” initiative.
  • Blood Street Sculls masters rowing, most weekday mornings 6 am – 8 am.  Starting 7 am on Saturday and Sunday.  Small number of masters rowers also Tuesday and Thursday evenings, 6 -8 pm.
  • Learn to Row programs:  
  • Adult/High School LTR programs. Four 2-week sessions, meeting 6 pm, M-W-F.  Small number of rowers, who will stay fairly close to the boathouse at low speeds.  
Session 1:      June 13 through June 24
Session 2:      June 27 through July 8
Session 3:      July 11 through July 22

  • Middle School LTR programs.  Also four 2-week sessions, meeting M-W-F from 8:15 am – 10:00 am.  These youngsters will also typically stay fairly close to the boathouse.
Session 1:      June 27 through July 8
Session 2:      July 11 through July 22
Session 3:      July 25 through August 5

  • NEW—Adult Learn to Row II/ development programs.  Small numbers of adult rowers, same time as masters rowing, if sufficient interest.  Thursday evening and Saturday morning.  Session 1, May 9 – June 11.  Session 2, July 28 – September 22.
  • USRowing Junior Women’s Development Camp,  June 18 – July 9.   For the 8th  consecutive year, OLRA will collaborate with USRowing to host this camp. Approximately 40 strong and promising young women from all around the country will participate in this camp, which is an important part of the entry pipeline for the US National Team program.  These young women, along with their USRowing coaches, will be on the Lake most mornings during this period,  starting between 8:15 and 10:00 am.  They will return for a late afternoon session on some days as well. We have instructed the USRowing coaches to be respectful of other boat traffic at all times, and to avoid the 4th of July timeframe.

There were 3 variances that were approved at the zoning board of appeals they were;
8 inch height, distance to property line too close and relocating the basketball court would be necessary.  All three were approved at the ZBA meeting. A copy of the newest plans are attached to the minutes. With changes made the removal of the bathrooms in the building allows to transfer funds to improve the existing bathrooms and heat the bathrooms such that they can be used year round. The hope is to include a pavilion for picnicking and protection from weather.

The site plan includes modifications to the driveway to the boat house plan. In addition, parking issues are being addressed so that all cars will have passes to park in the lot.

Police patrol -  As an action item, Mike Sicord will develop a job description and posting will be  for a part time seasonal position as a lake patrolmen. Mike will keep copies of  “reporting boat violation form’ on board the boat.

Dennis wanted to remind all that the RLA deploys a patrol boat on the lake for 30 hours a week during the summer months to promote safe activities on the lake.  We are asking for your assistance in reporting unsafe activity occurring on Rogers Lake anytime of the year.  To report any un-safe activities, please use the form that is available on the Rogers Lake Authority Website

Boaters License Class
The boaters course will be held on Sat April 23rd at 10am at the clubhouse


The Rogers Lake Authority will sponsor a combination safe boating / personal watercraft course on 23 April 2016 at 10 am. The course is open to the public. After successful completion, students will receive their boaters license to operate a recreational vessel up to 65 feet in length, including Jet Skis this class will include the NEW REQUIREMENT which is now in effect that mandates a “Connecticut Waterskiing Endorsement” this includes wakeboards, tubing, knee boarding, anything that is towed behind the boat. Anyone under the age of 16 who either has the Safe Boating & PWC ~certification or does not, ~NOW , has to have the Ct. Water skiing Endorsement.~ Those over the age of 16 do not have to get the extra endorsement if you already have the safe boaters certificate.
Any boating and PWC course will cover this endorsement, such as the one we are offering on the 23rd.
Your certificate never expires and is recognized in all states.  The typical cost of the course is $125.00 but the RLA has arranged a special price of $100.00 for this session to be held at the Rogers Lake West Shores Association clubhouse April 23, 10 am.  If you are interested in taking this course, please contact Mike Sicord at (860) 227-3282.

Project Description
Rogers Lake is a 260-acre recreational lake located in Lyme and Old Lyme, Connecticut that is home to a diverse variety of plant and animal life. ~Included in this diversity of plants is the non-native invasive, variable-leaf milfoil (Myriophyllum heterophyllum) and the nuisance native fanwort (Cabomba caroliniana). ~The two nuisance plants are impeding recreational activities in the lake and require the application of herbicides in the 2016 growing season. ~A comprehensive study was conducted in 2014 to 2015 in order to ascertain the best management option for the lake and its surrounding wildlife and residents. ~Application of the herbicide flumioxazin (ClipperTM) has been selected as the course of treatment. ~A Chemical Management Plan has been created and is attached to this bid package. ~The Towns of Lyme and Old Lyme are awaiting the acceptance of a permit to apply chemicals (specifically flumioxazin) to waters of the state from CTDEEP. ~Once this is accepted, the following scope of work will be required of qualified applicators. ~

Scope of Work
  • Coordinate a treatment schedule with the Towns of Lyme and Old Lyme following the stipulations set in place by CTDEEP
  • Post appropriate signage on all beach and boat launch areas as well as in local publications informing the residents of Rogers Lake of all upcoming treatments
  • Apply flumioxazin (ClipperTM) at 400 ppb via subsurface trailing hose to treatment Areas 1-3, totaling 43.6 acres, as detailed in Figure 2 of this package (completed by June 10, 2016)
  • Provide the Towns of Lyme and Old Lyme with Pesticide Use Reports after any treatment
Qualifications
Qualified applicators must have at least 3 years of experience in aquatic weed control; particularly in Connecticut, treating the two target species for this job. ~Experience with flumioxazin is desirable. ~Please provide case studies for three relevant projects. Please also supply a copy of the business License to Apply Herbicides in Connecticut. ~

Insurance Requirements
Bid submissions must include Insurance Certificates naming the Town of Lyme and Old Lyme as additionally insured and must show insurance coverage for general liability, automobile and workman’s compensation. ~It is the contractor’s responsibility to purchase and maintain adequate insurance to protect the vendor, State and Towns for all claims.


Measurement and Payment
This item will be paid as a lump sum for all initial treatments services included under the scope of services section of this bid package. ~

Proposal Evaluation
Proposal responses will be evaluated by the Towns of Lyme and Old Lyme, Connecticut with support from New England Environmental, Inc. ~Responses will be evaluated based on the following criteria:
  • Technical proposal and approach
  • Company experience with similar projects
  • Ability to meet project deadlines
  • Overall project cost
The Towns will determine the most advantageous proposal taking into consideration all evaluation criteria set forth in the RFP. ~The award of this contract is subject to the availability of funding. ~The Towns of Lyme and Old Lyme reserve the right to reject any and all bid submissions. ~

All questions related to this RFP should be submitted to the Old Lyme Selectman’s Office at~selectmansoffice@oldlyme-ct.gov~by April 11, 2016. ~Any questions will be compiled and posted on the Town of Old Lyme website~www.oldlyme-ct.gov~under Current Projects by April 18, 2016.

Terms and Conditions
The Towns reserve the right to terminate the contract at any time if the Towns’ representatives deem the work responsibilities have either not been adequately fulfilled or are of substandard quality. ~Termination would take place within seven days of notification by the Towns representatives.
