ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF JANUARY 13, 2016

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on January 13th.~ The following members were present:  Richard Smith, Dennis Overfield,  Robert Recor, Tom Mondelci and Tom Baehr.  Also in attendance was Elizabeth Sunshine, Secretary to the board was also present and 6 local attendees.
The meeting of the Rogers Lake Authority was called to order at 7:32 by Pres. Dick Smith
A motion to approve the minutes from the November meeting was made.  Dennis made the motion, Robert seconded. The vote was unanimously approved

Police patrol -  Dennis wanted to remind all that the RLA deploys a patrol boat on the lake for 30 hours a week during the summer months to promote safe activities on the lake.  We are asking for your assistance in reporting unsafe activity occurring on Rogers Lake anytime of the year.  To report any un-safe activities, please use the form that is available on the Rogers Lake Authority Website

Boaters License Class
Dennis mentioned that the Rogers Lake Authority will sponsor a combination safe boating / personal watercraft course in April 2016. The course is open to the public. After successful completion, students will receive their license to operate a recreational vessel up to 65 feet in length, including Jet Skis.  Your certificate never expires and is recognized in all states.  The typical cost of the course is $125.00 but the RLA has arranged a special price of $100.00 for this session to be held at the Rogers Lake West Shores Association clubhouse sometime in April.  If you are interested in taking this course, please contact Mike Sicord at (860) 227-3282.

Weeds – Good news! BIG Thanks to Dick, Dennis, Roger, Tom and Bob who worked hard on the Grant proposal to DEEP for financial assistance for weed control. The grant was approved in the amount of $18,500.00! The approval letter is attached.

Tom B. questioned what the funds received from the grant could be used for and it was answered that the funds received are dedicated to the town approved proposal only.

Hains Park  - Dick introduced our guest speaker Paul Gianquinto. Mr. Gianquinto is the Boathouse and Hains Park Improvement Committee co-chairman. He gave a presentation which is attached as to the plans and changes made to the designs for the new boat house. There was reduction in a number of places to bring the cost down.  The plan is to keep the boathouse in the same area and include two changing rooms, two small storage rooms and a training room. The basic change in footprint is 22 feet wider 16 to 24 foot longer than the original building.  There is a plan to have reinforced turf outside the boathouse. There are also plans to widen the driveway and relocate the basketball court closer to the bathroom building. There is interest in upgrading the bathroom building for year round use. Parks and Rec would like to see the addition of a Park Pavilion. Items other than boathouse, basketball court and driveway and turf reinforcement would be considered in a Phase 2 of construction.

New Business – Tom B. passed out an outline developed by George James entitled Rogers Lake Long Term Plan which was developed in December 2015. Tom stated there is a need for a long term plan as an action item Tom asked the authority to review this plan and revisit at our March meeting.  The plan is attached.

Tom B. also mentioned that the minutes are not getting posted to the town websites and asked me to please get confirmation of receipt and/or call the town hall to confirm receipt.

Motion to adjourn was made by Robert and 2nd by Tom B. Motion was passed by unanimous vote.
