ROGERS LAKE AUTHORITY
MINUTES OF THE MEETING OF APRIL 8, 2015

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:30 pm on April 8th, 2015.~ The following members were present:  Richard Smith, Dennis Overfield, Robert Recor, Mike Secord, and Tom Mondelci joined via teleconference. Secretary, Elizabeth Sunshine and 4 attendees were also present.
The April 8 meeting of the Rogers Lake Authority was called to order at 7:28 by Pres. Dick Smith

Boat - Bonnie Reemsnyder, First Selectwoman of Old Lyme spoke with Dick Smith regarding a boat use policy. There is not currently a boat use policy in place they discussed co-authoring a boat use policy. Dick will contact Bonnie to work out a first draft.

Budget - Bonnie also discussed the use of the $3,500.00 requested in the RLA budget for the purchasing of additional benthic mats to be used towards the current weed control program in progress.

Benthic Mats - There are currently several mats available for use.~ Should anyone need assistance in application of a benthic mat Tom Shearer has offered to organize installation assistance.

Weeds - The towns have received the completed study and recommendations from New England Environmental Company.

They will be holding a two town referendum to discuss the results and recommendations.~The entire study and recommendations are available on the Old Lyme town website

A member of the conservation commission submitted a full-page of questions regarding the recommended use of herbicide requesting that answers be provided at the referendum. Dick said that he would submit the questions to New England environmental for answers.~

Crew - A letter was sent from the RLA to the crew personnel and parks & recreation dept regarding their use of the lake, noise levels and event planning.~ All regattas should be approved through the Chairman of the RLA such that appropriate safety, sanitation and shuttles can be set in place.~ Letter attached.  The AD should contact Dick Smith regarding planning regattas.

Fish Ladder- The fish latter has been opened for the 2015 season.

New Business - Robert Recor sent a letter to our representatives discussing the loss of funding of Connecticut Agricultural Experiment station and requesting that the funding for Connecticut’s Agricultural Experiment Station and the Invasive Aquatic Plant Program be reinstated in the forthcoming budget deliberations. The letter and it's response is attached.

Dennis requested a meeting reminder be sent a week prior to the monthly meetings, minutes be sent within 48hrs of the meetings and an substitute person take minutes when Elizabeth is not available.

A motion to adjourn was made by Mike and seconded by Dennis.
 
Meeting adjourned at approximately 8:23 pm.

Dear Senator Formica and Representative Carney:


I am writing you on behalf of the Board Members of the Rogers Lake Authority.

It comes to our attention, as a member of the Connecticut Federation of Lakes, that the Connecticut Agricultural Experiment Station’s plant program has lost its funding for the ensuing year and is in danger of being shut down.  Should this occur the following services would be lost:

  • There would be no tracking of invasive species populations, and the search for solutions regarding Connecticut’s Invasive Aquatic plant problems would be greatly diminished.
  • Public outreach activities, which are essential to enhancing early rapid response to preventing the spread of Invasive Aquatic Species, would be completely lost.
  • Valuable training programs for Connecticut students and scientists in the field of lake management would be dramatically reduced.
As a result, we are requesting that you bring this information forward to the appropriate committees and request the funding for Connecticut’s Agricultural Experiment Station and the Invasive Aquatic Plant Program be reinstated in the forthcoming budget deliberations.
