ROGERS LAKE AUTHORITY
~MINUTES OF THE MEETING OF MARCH 11, 2015

A meeting of the Rogers Lake Authority (RLA) was convened at the Rogers Lake Clubhouse at 7:40 PM on March11th.~ The following members were present:  Richard Smith, Robert Recor, Thomas Baehr and Dennis Overfield.  Three Rogers Lake residents were also in attendance.
The meeting minutes from the January meeting were not available to the RLA members or were they posted on-line.  The last meeting minutes posted on the Old Lyme web site is from June 11, 2014.  The Lyme web site for the Rogers Lake Authority minute’s links to the Old Lyme wed site.  An investigation into the timeliness of the availability of the RLA minutes is needed.  Further discussion by the RLA members is needed a resolve this issue along with timely reminders of meetings and the agenda.

Lake Patrol and Boat Launch:  Mike Secord has indicated that he is looking for two new people.  One person for the boat patrol and an addition person at the boat launch.  It was suggested that the web site might be a good place to advertise for these positions.  Thomas Baehr suggested that we look into a dedicated cell phone to be kept on the boat, and that the cell phone number be on the side of the boat and posted at the launch ramp.  Dennis Overfield suggested that it might be acceptable that a second person be allowed on the patrol boat as long as the RLA knows who the second person on the boat is.  Dennis Overfield will investigate these two issues further.  

Budget:  Based on presentations to the RLA, the addition of aerators to the lake would help with the algae blooms.  Richard Smith added this item to the proposed budget with additional units to be added subsequent years.  However at our January 2015 meeting, New England Environmental clearly indicated that this would have little impact on the algae blooms and thus this expense was pulled from the proposed budget.  Cost to extend the pipes on the fire wells that are currently exposed during the winter during the lake draw down was also added to the budget.  The Old Lyme Fire Department, who felt there were issues in doing this, contacted Richard Smith and again the item was removed from the budget.  Richard Smith cut back on the number of benthic weed mats to be purchased, but the other line items on the yearly budget remained unchanged.

Weed Control: New England Environmental has still not presented their weed control plan.

Letter to Rowers:  Richard Smith read a proposed letter from the RLA to the rowers highlighting issues that have been observed and brought to the attention of the RLA concerning rowing activities.  It was proposed that additional wording be added to the letter to reference specific laws and ordinances that were not being complied with.  A motion was made by Dennis Overfield and seconded by Thomas Baehr that Richard Smith send the letter with additional wording.  RLA voted in favor of sending the letter.

With no further business to be conducted, Richard Smith adjourned the meeting at 8:20.
